Radulović files criminal complaint against Šaranović, Bečić, Bogdanović and Vojinović

Attorney Veselin Radulović, who represents several suspended police officers, today submitted to the Special State Prosecutor's Office a criminal complaint against the political party - Democrats Democratic Montenegro, Minister of Internal Affairs Danilo Šaranović, Acting Minister Lazar Šćepanović, Deputy Prime Minister for Security Aleksa Bečić, MPs Boris Bogdanović and Anđela Vojinović, members of the Commission for the Verification of Security Disturbances and several unidentified persons - employees of the Police Administration who were responsible for entering operational data into the Police Administration system.

In the files, which Portal ETV had access to, on 13 pages, lawyer Radulović explained in detail that he was filing the report due to reasonable suspicion that they had committed the criminal offense of creating a criminal organization, abuse of official position for an extended period by inciting and aiding, the criminal offense of forging an official document for an extended period and endangering security for an extended period.

FORMATION AND INFLUENCE

- From the end of October 2023 until the date of filing this criminal report, they, aware of their actions and the actions they wanted to commit, became members of a criminal organization organized by a currently unknown person (possibly one of the reported members of the Democratic political party). The organization aimed to commit criminal offenses for which a prison sentence of four years or a more severe penalty may be imposed by law, in order to acquire illegal power and profit for the benefit of the Democratic political party and for the benefit of other reported persons, to the detriment of the filers of the criminal report and other police officers, and ultimately to the detriment of the state of Montenegro. Each member of the organization had a predetermined or determinable task and the action was planned for a long time or for an unlimited period. The organization's activities are based on the application of internal control rules and discipline of members, intimidation is used in the organization's activities, there is an influence of the criminal organization on the political authorities, the media and on the legislative and executive authorities - states the complaint of lawyer Radulović.

He explained in detail what roles and tasks, in his opinion, the persons covered by the criminal complaint had.

Radulović believes that in the criminal organization - the political party Democrats had a role and task to appoint persons in the security sector, after the division of departments in the Government of Montenegro, who would, by abusing their official position and exceeding their official powers, acquire illegal political and economic gain for the benefit of that party, but also for the benefit of the persons covered by the complaint, causing damage to the budget, the applicants and other persons whose fundamental human rights and freedoms were violated.

ROLES AND TASKS

According to the allegations in the complaint, Šaranović had the task of, after the formation of the Commission for the Verification of Security Obstacles, ordering the members of that commission to determine the existence of security obstacles for certain police officers, contrary to the procedure prescribed by the Law on Internal Affairs. The Minister, according to lawyer Radulović, used his official position to accuse and present every critic

and every person who points to illegal work, reveals criminal acts or prevents and makes their commission more difficult as a member of criminal clans.

According to the files submitted to the SDT, Šćepanović's role was to give orders to unidentified reported persons - police officers - to continuously enter unverified, unconfirmed and untrue operational data for colleagues who were "designated by a criminal organization for security checks" in the "InfostreamV2" application with the indication of the intelligence project "Badge". All this was done in order to determine the existence of security obstacles for their further work in the Police Directorate.

- The reported members of the Commission for the Verification of Security Obstacles accepted such tasks illegally - contrary to the provisions of the Law on Internal Affairs, they "performed security checks". In dozens of cases, they did not seek an opinion from the National Security Agency in accordance with Article 162, paragraph 1, item 2 of the Law on Internal Affairs, but rather, by exceeding their official authority, they themselves determined security obstructions based on false, "operational data" from the ".InfostreamV2" application, in accordance with a previous agreement with the other reported persons - the report states.

Lawyer Radulović also explained the task of the Deputy Prime Minister for Security Aleksa Bečić, who, as he explained, illegally used his official position and falsely presented himself as the Deputy Prime Minister, thus falsely presenting to the public that he was leading the fight against crime through the so-called vetting in the police, while at the same time falsely labeling police officers who were illegally suspended as members of criminal clans, thus endangering their security and violating fundamental human rights and freedoms.

- Through his influence on the executive and legislative branches, he took actions to prevent crime organization and its members avoided detection and proof of the criminal acts they committed and falsely represented to the public that they were fighting crime - alleges lawyer Radulović.

Boris Bogdanović had access to classified information, and his role, according to the complaint, was to falsely represent in the statements he wrote for himself and others in public both lawyer Radulović and the police officer as members of criminal clans, endangering their safety. Bogdanović's role does not end there, lawyer Radulović indicates that he incited and helped others included in the complaint to commit criminal acts.

- The reported Anđela Vojinović, in her capacity as a member of the Parliament of Montenegro, was also tasked with reading and transmitting statements written to her by Bogdanović and falsely representing the complainants and their attorney, as well as other suspended police officers, to the public as members of criminal clans, as well as making direct threats, thus endangering their safety and security and violating basic human rights - the report states.

Attorney Radulović believes that all those against whom he filed the report also played a role in falsely representing themselves as fighters against crime through political positions in the executive and legislative branches.

REASONING

In a detailed explanation, attorney Radulović states that as soon as they were elected to office, the leaders of the security sector began to implement the plan and directed their activities towards taking full control over the Police Directorate. Their matrix was to target anyone who "obstructed them in the implementation of the criminal plan" and present them as criminals.

Radulović recalls that Šćepanović was elected acting director of the real police in December 2024, and at the end of May 2025, his mandate was extended for another six months.

- Immediately after Šćepanović was elected acting director of the Police Administration, work on the further implementation of the criminal plan intensified, thus intensifying selective security checks that they carry out illegally, and on the orders of Bečić and Šaranović - the report to the SDT states.

Lawyer Radulović recalls that Šaranović unlawfully marked the commission's reports as secret, which are the basis for suspensions and for initiating proceedings against police officers, denying them the right to comment on that document and on arbitrary and untrue accusations at all.

In the report, he also pointed out the way in which a dirty campaign was waged against him and later continued with the targeting of the executive director of the Human Rights Action, Tea Gorjanc Prelević. In support of these claims, the lawyer listed all the statements of the Democrats and links to the portals where they can be found.

Lawyer Radulović also highlighted parts of their statements where they threaten him with the words that he will face "a lot of trouble" and that he will "cry".

- The threats are serious because they come from people who run the repressive apparatus, and they are especially serious because they come from the political party and officials for whom this prosecutor's office has evidence in the form of SKY correspondence that members of criminal clans bought votes in their name and on their behalf - the lawyer states.

In support of this claim, he presented correspondence from the Sky application that is in the Prosecutor's Office.

Radulović reiterates that the individuals covered by the report used their functions and positions in the security sector to avoid detection and proof of the criminal acts they committed, so they presented to the public that they were the ones fighting crime, while at the same time, from positions of power, they threatened and tried to intimidate anyone who would point out violations of the law and who would call them to account.
