Address of the Faculty of Montenegrin Language and Literature to the Representatives of the Diplomatic Corps in Montenegro

The Faculty of Montenegrin Language and Literature addressed the representatives of the diplomatic corps in Montenegro, after it was announced that the Government of Montenegro did not adopt today the decision on the enrollment of freshmen at the expense of the state at the Faculty of Montenegrin Language and Literature in Cetinje for the academic year 2025/2026.

We are transmitting the FCJK's address to the embassies in its entirety:

"As you know, the Faculty of Montenegrin Language and Literature is a higher education public institution that, through its activities in the field of education, science and culture, and the promotion of the values ​​of an open society, has positioned itself as an institution of special value.

This is confirmed by the fact that during 2024 the Faculty became a member of the prestigious Association of European Universities, as well as numerous cooperations with the most important Slavic centers in the world, a large number of projects, scientific conferences, scientific publications, and the like.

Since 2020, the Faculty has been under constant pressure from political power holders, which has been reflected in various ways - from attempts to abolish current budget funds to attempts to prevent the reaccreditation procedure.

The Faculty has successfully emerged from all these difficult situations precisely by affirming its higher education and scientific mission.

Today, by the decision of the Government of Montenegro, the Faculty is faced with the greatest challenge so far, since it is threatened with direct closure. Namely, at the Government meeting on 19 June In 2025, the agenda was supposed to include the adoption of a decision on enabling the enrollment of a new generation of students.

The Faculty was already placed in a discriminatory position by the agenda, since the identical decision relating to the University of Montenegro was classified as materials that are adopted without discussion, while the decision on the enrollment of a new generation of FCJK was classified as materials that are discussed.

At the Government meeting, the proposal on the enrollment of a new generation at FCJK was rejected by the decision of the majority of ministers, which led the Government of Montenegro, without any explanation and by sheer arbitrariness of some ministers, to begin the liquidation of this higher education institution. The motives for this action of the majority of ministers are exclusively political in nature and are related to their ideological platform, which implies the closure of all forms of freedom of speech and all centers of critical thinking in Montenegro.

Since Montenegro has been recognized in all reports as the first candidate for EU membership, and since this decision of the Government is a direct attack on the key values ​​represented by the EU, we are addressing you in the hope that you will use the power of your authority to influence this undemocratic and openly discriminatory The actions of the Government of Montenegro prevented this.

The damage caused to the Faculty just a week before the planned announcement of the competition for the new generation of students is irreparable, but the damage that would be caused by not reacting to this open demonstration of force to Montenegrin society should worry everyone who wants Montenegro to join the EU."
