The agreement that the Ministry of Economic Development and Tourism signed with the United Arab Emirates arrived within the framework of the regular procedure from the Parliament. As the President, I have a constitutional deadline of seven days to express my opinion on it. As always, I will approach this document carefully, analyze it in detail and make a decision in accordance with the Constitution and laws of Montenegro, said the President of Montenegro Jakov Milatović to reporters after the award ceremony of the Chamber of Commerce, which he attended.
He recalled that his views on this agreement have been clearly stated before.
He believes that this text of the agreement nullifies a number of important Montenegrin laws and may be contrary to the European aspirations of our country.
- Numerous European parliamentarians have also expressed their concerns, which further confirms the seriousness of the issue. No one in Montenegro is against investments - on the contrary, we all want development. However, the way in which these investments are implemented must be in accordance with the laws and the Constitution. It is unacceptable that domestic regulations are made meaningless or subordinated to anyone's interests. Montenegro must remain a country of the rule of law, in which the laws are equal for all. This agreement was flawed from the beginning and represents an example of the rule of law. As such, it is not a good path for Montenegro. Investments must be brought in a legal and transparent manner - said Milatović.
He emphasized that he believes in dialogue and cooperation between the central government and local governments, as well as between all relevant institutions.
- Only by respecting the institutional order can we progress. As I said earlier - "what is born a hump, time does not correct". This agreement, in my deep conviction, is exactly that - and as such, it cannot be corrected over time - said Milatović.
He was informed about the murder of Ilija Bogdanović in Cetinje, which occurred last night, 20 minutes after midnight, from the media.
- At this moment, I do not have enough information to make any comment - concluded Milatović.
