The government continues to collapse institutions, says the President of Montenegro, Jakov Milatović.
"The UN General Assembly is the most important and most visited multilateral event. Therefore, it is of particular importance for international visibility, especially for small countries such as Montenegro.
Precisely for this reason, in the past period, Montenegro was dominantly represented at the level of the President of the State or the Government.
This year, it was planned that our delegation would be led by the Prime Minister, which he canceled at the last moment, thus once again showing his irresponsible attitude towards state interests.
In addition, it is inappropriate for the Prime Minister to abuse the institution of the inherited and long-established gentleman's agreement in this way, according to which the President of the State renounces the opportunity that belongs to him by precedent, to represent the country abroad in accordance with the Constitution.
Therefore, it is not a question of the President of the country and the Prime Minister being replaced every other year, but that the position of the head of the delegation by default always belongs to the President, who accepts to cede it to the Prime Minister every other year," says Milatović.
As he says, unfortunately, the Prime Minister did not inform the President of the country about his intention not to be the head of the delegation, although the trip to the UN is planned at least half a year in advance due to the large number of obligations and the importance of the event.
"In this case too, it is an attempt to collapse Montenegrin institutions and good practices. In addition, it is frivolous and irresponsible to refer to work in the country, because it could be concluded that the heads of other countries in the world, including the American president and the German chancellor, have nothing to they work in their own countries and then go to the UN.
It is also frivolous and irresponsible that, in addition to the already existing Deputy Prime Minister and Minister of Foreign Affairs, the Prime Minister sends an additional head of delegation who, according to precedent, since his portfolio was taken away, would have to be below the Deputy Prime Minister who is also the Minister of Foreign Affairs.
Obviously, in addition to the fact that the Minister of Foreign Affairs is prevented from dealing with European integration - as a key foreign policy priority, he is additionally made aware that he is of a lower order in the Government because he does not deal with another foreign policy priority - multilateralism.
Also, I remind you that Montenegro has put forward a candidacy for non-permanent membership in the UN Security Council 2026-27 and instead of using the UN to lobby for candidacy from the highest level, Montenegro, through the behavior of the Government, presents itself to all UN members as a non-serious member state. which directly endangers foreign policy interests and destroys the reputation of Montenegro.
Let's not talk about the fact that the Government was not able to propose the ambassador of Montenegro to the UN in New York in a year.
Because of all this, I consider the gentleman's agreement that existed between the President of the country and the government to be misused, in such a way that the top of the government works directly against the interests of the country it represents," concluded Milatović.
