Živković: The goal of the census is ethnic engineering, we will propose a boycott if we do not receive answers to our demands by the end of the day

The Democratic Party of Socialists (DPS) will wait until the end of the day for its demands to be answered, and if there are none, it will propose to the Main Committee to boycott the census, said acting the president of that party, Danijel Živković.
Today is the final deadline to get a response from the institutions, and the first request is to postpone the census. We are waiting until the end of the day, if we do not get answers, the DPS Presidency will propose to the Main Board that the list be boycotted. We have repeated several times that this is not an environment for a regular census and that the conditions have not been prepared. Given that the institutions are not functioning, there are no conditions for conducting the census - Živković pointed out.
He said the aim of this census was ethnic engineering, not a statistical operation.
After the local and media campaign, religious leaders also got involved, so it is clear that the goal is ethnic and national counting - he stated.
He added that yesterday's statement by the director of Monstat has nothing to do with the truth and that the DPS legal team will come out with a clear argument that citizens cannot be punished.
Such punishment is not possible if it is not based on the law. We hear from the Government that there will be no delay. We will ask that the list be boycotted. Monstat has submitted answers to our requests, but their answer states that there is no need to control the process. Why do the competent state institutions not want to control the process? Have we made different demands, is there anything new compared to 2003 and 2011 - emphasizes Živković.
He repeated that in 2003 and 2011, the opposition had control over the census through participation in the census commissions, but this is not the case now.
The goal is to obtain data that has been prepared in advance - he said.
He pointed out that this is not an environment where citizens can regularly declare themselves on the census.
We have repeatedly reiterated that citizens can declare themselves religiously and nationally under normal and fair conditions. This is not that environment. Now I partially stated that in the process we allowed the opposition to participate in the census commissions. Today, when the DPS is not in power, we cannot have insight into the data. This is not possible today. What will change if the census is delayed by five or six months? We are looking for process control. And only one thing is hidden behind that - ethnic engineering with pre-prepared data - emphasizes Živković.
Boycott is the only measure at this time
When asked what a boycott could produce, he said that at the moment there is no more adequate way than that.
A boycott is the only measure in this situation. I have already stated that it is clear and factual that the institutions of the system do not allow process control. They want to carry out the census by force, because this is a political issue for them. For us it is a statistical question. Citizens should judge the conditions in which we live and how democratic this regime is - he emphasized.
According to him, the session of the Main Board should be held on Wednesday.
He reminds that all national councils have also called for the postponement of the census.
This is not just a DPS request. The government does not want to accept the demands of the national councils either. So it is clear that there is no trust in the process. There is no argument that only one community will join the census boycott - Živković is clear.
He announced that the DPS will submit an initiative for the evaluation of the constitutionality of the Census Law, and that, when that happens, the public will be informed.
He emphasized that there is no doubt that they are BIA members even before the census in Montenegro.

Speaking about Eurostat's position that there is no need to control the censuses in the Balkans, he said that he would wait with the evaluations to see if different positions would come from European addresses.
