PLJEVLJA - Last Monday, Željko Matijašević from Nikšić arrived in the courtroom of the Basic Court in Pljevlja with a helmet, binoculars and a blanket, explaining to Pobjeda that in this way he symbolically showed that he would fight for property worth millions, which he failed to register due to the inexplicable disappearance of the original documents from the Žablja cadastre.
The proceedings in this case reached the final words, which were postponed because Matijašević requested the exemption of all acting judges.
The former director of the Property Administration Dragan Kovačevia, the former head of the Žabljak cadastre Said Basović, Nađa Zidar, Simo Stanić and Vlado Gagić, as well as the archivist Stojanka Bulić, were included in the private indictment, which was confirmed last year by the High Court in Bijelo Polje due to negligence in their work.
Last Monday, the court invited Matijašević to make his final statement, but he pointed out that due to the deliberate obstruction of the presiding judge and the rejection of the decision on disqualification from the court president, Marina Jelovac, he is requesting the disqualification of the president of the Basic Court in Pljevlja and the High Court in Bijelo Polje, demanding that the case be taken over by the Court of Appeal, which will determine another court to act in this case.
Matijašević stated that he addressed the Judicial Council on October 3, 2025, in order to form a control team that will carry out a record control of case K. no. 21/23 and K. no. 60/24, whose answer is still waiting. Until then, he said, the international community, including the American and Russian embassies, as well as Donald Trump and Vladimir Putin, will be informed about the illegalities he is suffering.
Matijašević particularly pointed out that on July 17, 2025, the defendant Said Bosović threatened him in a mafia manner, asking him not to publish information in the media, and announced a new criminal complaint against all actors, including the period from June 16, 2008.
Judge Popović made a decision to submit the case files to the president of the Pljeval Basic Court in order to decide on the request of Maiješević.
Depending on the decision on exemption, the main hearing will be determined later.
Matijašević, as stated in the minutes of the trial, was warned not to record the accused on the phone.
Željko Matijašević has been fighting for justice for almost two decades because, as he claims, due to the disappearance of the original documents from the Žabljak cadastre, he was left without the right to register inherited property and without 14,800,000 euros from the sale of land.
The prosecutor claims that the theft of documents is intentional and that the Real Estate Administration is protecting its former and current employees, ignoring the law.
- An ordinary person cannot realize even the most basic right to property because it is clearly a privilege of the chosen ones - Matijašević stated in the indictment, adding that he will also seek justice from foreigners, where private property is sacred.
Indictment
The private indictment filed on February 16, 2023 accuses the former heads of the Žabljak Property Administration and archivist Stojanka Bulić of negligent work that led to the disappearance of documentation and million-dollar damages to Matijašević. The accused Dragan Kovačević, former director of the Real Estate Administration, is accused of knowingly neglecting to supervise the work of the Žabljak regional unit in the period from 2014 to 2020.
