Biber: It is not the best message for Montenegro if Djukanovic were to be a candidate for president again

I think that it is not the best message for Montenegro and the development of democracy if Milo Djukanovic were to be a candidate for president again, Professor Florijan Biber from the University of Graths assessed for Nova M, answering the question whether he would advise the president of the country to enter the election race again.
We know how long he has been on the political scene, he had many official functions, it is not healthy for society to be so long, regardless of his faults and virtues, it is never good for democracy - said Biber, adding that he would not have the courage to give advice to the current president.
He also believes that, speaking about the fact that Montenegro needs to jump to the next level towards the EU, "Djukanovic would be more of an obstacle than helping that process".
He also assessed that the situation in the executive branch is very bad.
Every country should have a functional government with a clear majority, which is not the case with Montenegro - said Biber.
From an external perspective, according to him, it is very strange to look at the political situation in Montenegro, where the main political actors wanted it to be a member of the EU.
But no one is doing what they need to ensure that process. And that is very difficult to understand from the side of the EU and someone watching from abroad. That's why it seems to me that if this opportunity is missed, it's really a bad message for the EU - stated Biber.
He adds that there are no important open questions, such as what Serbia has to do with Kosovo.
There is no internal issue like Bosnia and Herzegovina, there is no neighbor in the EU that can hold back like Bulgaria. In this sense, Montenegro has the fastest path to the EU, and the foreign policy of Montenegro was still largely aligned with the EU. Everything is where it should be, Montenegro has this opportunity but is not using it - Biber points out.
He also believes that parliamentary elections should be held, as the most logical solution "because there is obviously no clear majority in parliament".
It's time to put the popularity of the parties to the test and form a stable majority two and a half years after the elections that brought about the change of government, which is crucial for the development of democracy - concluded Biber.
