Mugoša: Competent institutions did not react adequately in the case of Q fever; Stanić: The government must bear responsibility

"This disease was registered in Montenegro ten years ago, and this year it started in June and has been spreading. Today, we want to draw attention to the cardinal mistakes of state authorities and the potential consequences for the health and economy of Montenegro. The disease appeared in June and the competent institutions did not react as they should have. "If they had suppressed the disease in the beginning, we would not have an epidemic today," said Mugoša.
According to him, he does not go into why it was done that way, whether it was done intentionally or out of ignorance, but someone, he notes, must bear the consequences for it.
"When they reached the position that Q fever was registered on eight farms, the killing of those animals began. The first problem that arose was whether they decided to pay damages to those people, because it is very important for farmers, because the loss of 10 or 15 cows is a loss that no farmer can bear alone without going bankrupt. Since the disease is not on the A list of dangerous and infectious diseases, the state is not legally obligated to pay for the resulting damage. However, as the factual situation is such that this disease took hold and caused enormous damage, the state had to take a position - it will pay or it will not pay. How do consequences arise? If the state says they won't pay, the farmers will hide the disease, which means there is a risk that the milk from those animals will end up on the table and infect people. It is a huge problem and a huge danger," explains Mugoša.
As he adds, when they decided to kill the animals, they had time to plan their smooth removal, as it is professionally said, however, they failed there.
"The statement that they did not have time and that it was hasty is not correct, because these animals lived on farms for over two months and spread the disease, they could also live for another 10 days until an adequate location was found. They are buried, and the way they are buried creates the biggest problem. The exhumation of those animals is a cardinal mistake and it is a question of the law, because the exhumation of corpses can only be done with the approval of the competent authorities, never with the approval of the veterinary inspector, and their relocation to another location, which is also not adequate, was completed as it was, he said. is Mugoša.
He emphasizes that someone must be held accountable for this danger that has arisen.
"On the other hand, today we have 30 animals that are scheduled for euthanasia, we do not know where they are, whether they are the source of infection, whether they are separated from other animals, and whether the people who handle them are also at risk of being infected . Someone has to be responsible for this," says Mugoša.
According to him, one of the most important issues is compensation for damages.
"The minister's statement that farmers are trying to profit in this difficult time and take more money than they deserve is, to put it mildly, incorrect towards those farmers. To someone who has lost everything he has built up over the years, and who has 20-30 heads, to say that he is trying to cheat is morally unacceptable, not to mention professionally, which simply cannot pass. If no one bears responsibility in this country after all this, there is no one to hope for justice, an investigation, or a just solution to the huge problems we have in society. In the former Yugoslavia, every large farm had a compulsory livestock cemetery. Every local community is obliged to have a location for the smooth removal of animal remains. Everything else, the procedure of burying corpses is the responsibility of the veterinary inspector. The local community is obliged to provide the location and machinery. This professional part is done by a veterinary inspector. We don't have that," explains Mugoša.
On the other hand, he adds, we have an obligation in negotiation chapters 11, 12 and 13 to have facilities for the smooth removal of animal remains. This, he explains, includes dead animals, the most unpleasant parts of animals and storage, and foodstuffs of animal origin that have expired.
"They should be processed in those facilities. Funds were received for that facility in 2018. From 2018 to date, nothing has been done. If it had been done, we might not have had any problems. And that's another reason why someone has to answer why it wasn't done. I heard from the minister that someone obstructed. Imagine, someone obstructing a minister who was even the deputy prime minister. And now the minister who was accepted. And who obstructs it? The local community, which, politically speaking, is the same government. No, absolute ignorance obstructed here and irresponsibility," said Mugoša.
The representative of the European Union and the president of the Main Board of the SDP, Mirko Stanić, pointed out that we have an irresponsible government, the Prime Minister and members of the Government.
"Those 32 ministers, and there is no person in Montenegro who can list all the ministries, went on a collective vacation five days after the election. When they returned, they went on a tour of the region and we see that they are much more in one of the countries of the region than at their workplace. Since the state is a very serious matter and running the state is a much more serious matter than they really think, today we have a health crisis and a lack of trust in both the health system and the state administration system," said Stanić.
According to him, if the first people of the state tell you that the disease is not transmitted from animals to humans, and after just one day you have reported cases in Danilovgrad, it is obvious that you are creating a problem.
"If we have this mockery of burying dead animals in a Nikšić village that were completely unprofessionally buried, and then the intention to exhume those animals and transfer them to the Nikšić village where the source of three rivers is located, then it shows in action what happens when you have a frivolous minister and indispensable prime minister," Stanić pointed out.
After this case, he adds, that this is a serious country, it cannot happen that everyone stays in office.
"If everyone stays in office, the first to go is Prime Minister Spajić, because he is the most responsible for all events in the country. If all the others remain in their positions, then it is obvious that the prime minister is the worst among them, because he leads all this and he appoints incompetent, unprofessional people, who lead to a huge agricultural crisis," said Stanić.
This crisis, he notes, will cause enormous costs for Montenegrin farmers, the lack of even the little milk produced, distrust of citizens to buy dairy products in Montenegro, as well as a serious health crisis.
"Today, we have a situation where we do not know how this disease is transmitted, whether any of us are at risk at this moment, and that this may endanger the entire economic system of Montenegro, which is still after all the taxes, actions and inflation on glass legs", stated Stanić.
The message of the press, says Stanić, is the following - either the person responsible for the extremely bad treatment in this case will leave, or Prime Minister Spajić should leave.
"I think it is clear to everyone that this government does not fulfill the basic obligations of every government - to maintain order, the economic system and help its citizens. From this case, from farmers to health issues, it can be seen that the citizen is in the last place for this Government. Because of this, the Government must bear responsibility," concluded Stanić.
