Parliamentary Opposition: Conditions for Returning to Regular Status

The parliamentary opposition has announced a list of their demands that need to be met in order for the situation in the Parliament, which they do not allow to hold sessions, to return to regular status after the former judge of the Constitutional Court, Dragana Đuranović, was dismissed unconstitutionally and illegally at a session of the Constitutional Committee - whereby this parliamentary body took over the role of the Constitutional Court clearly prescribed by the Constitution, says a statement from the Montenegrin parliamentary opposition.

The disputed session of the Constitutional Committee took place in an atmosphere of chaos, with a smoke bomb and strong opposition protests. None of this prevented the Speaker of the Parliament, Andrija Mandić, from adopting the conclusions of the Constitutional Committee at a session of the parliament and declaring the termination of Dragana Đuranović's office. Because of this constitutional coup, the parliamentary opposition did not allow the holding of the Prime Minister's Hour last week, and the disputability of this decision was pointed out, in addition to the President of Montenegro, Jakov Milatović, experts and the civil public, and the European Union.

- We demand: Urgent annulment of the unconstitutional decision of the Constitutional Committee on the termination of the function of a judge of the Constitutional Court; after the aforementioned decision is invalidated, the signing of a political agreement between representatives of the ruling parties and the parliamentary opposition, which would guarantee that: Amendments to the Constitution of Montenegro and the Law on Montenegrin Citizenship cannot be voted on without a comprehensive social dialogue and a previously achieved general political consensus in the Parliament of Montenegro - stated the parliamentary opposition.

They also demand the reinstatement of the Committee for Comprehensive Electoral Reform and the initiation of an intensive and continuous political dialogue between representatives of the ruling party and the parliamentary opposition regarding the reform of electoral legislation (the Law on the Election of Councilors and Representatives and the Law on Financing Political Entities and Election Campaigns).

"That representatives of the ruling parties and the parliamentary opposition make maximum efforts to fulfill the criteria, including the implementation of the obligations from Chapters 23 and 24, necessary for Montenegro to successfully complete the negotiation process with the European Union by the end of 2026," the opposition states.

The opposition emphasizes its demands, as they stated, in light of the severe constitutional and political crisis into which Montenegro has been pushed due to the irresponsible behavior of the ruling coalition, after some of the parties in power, through the Constitutional Committee of the Parliament of Montenegro, took over the jurisdiction of the Constitutional Court with the aim of establishing full political control over that institution and preventing, until further notice, the electoral processes in our country from being organized in accordance with the current electoral legislation.

"And with the desire to contribute to the stabilization of political conditions, which is a basic prerequisite for overall social progress and the continuation of the European integration process of Montenegro," the parliamentary opposition states in its demands.
