Pavlović on the amendments to the Resolution on the Srebrenica genocide: the Government of Montenegro confirms its loyalty to Vučić.Vuković: By insisting on the individualization of guilt, criminal systems are actually amnestied

Every time someone from the government, wanting to justify their support for any initiative that would take a decisive position on the genocide in Srebrenica, justifies it with the thesis that it is a crime for which the guilt is individualized, and not the guilt of any nation, actually imputes that with that individualization wants to amnesty the system behind that crime - said John Hopkins American University professor Siniša Vuković in a statement for Pobjeda. He points out that if they want to justify their decision, then it is of crucial importance to say that, in addition to individuals being convicted of the crime of genocide, that crime was carried out by a system on which they must have an opinion.

For days, we have not been able to get information from the Government whether Montenegro will co-sponsor the resolution on Srebrenica, and despite letters of support from intellectuals, MPs, and the non-governmental sector, the Government remains silent and with its latest announcement to the public, the ruling party offers another dangerous and untrue thesis about "imputing responsibility to one people ".

The European Movement Parliamentary Club has now announced that they respect all the resolutions adopted in the Montenegrin parliament that also refer to the genocides committed in our area in the previous period, but, as they say, they do not support imputing responsibility to any nation. This manipulation is identical to the one that Aleksandar Vučić has been repeating for days that this resolution wants to declare the Serbian people genocidal, which is simply not true.

Thus, the Montenegrin government, the only one in the region, and among the few in Europe, which has not yet expressed its position on the resolution on Srebrenica, which will be discussed during this month.

Vuković reminds that the proposed UN resolution nowhere mentions the Serbian people, nor Serbia as a state, nor the Republika Srpska as one of the entities of Bosnia and Herzegovina.

- No matter how easily verifiable the facts are, it is interesting to note that the discourse surrounding this resolution still revolves around the narrative imposed from Belgrade and Banja Luka, which by insisting on these falsifications wants to create a counter-narrative that no nation is genocidal, and that it is already clearly stated individual guilt of the individuals who are responsible for the genocide. This counterargument, which has become dominant among the authorities in Montenegro, actually wants to send an image that talking about the genocide in Srebrenica is not anti-Serb. However, what these arguments and counter-arguments avoid is actually the point.

First of all, genocide is not an individual crime, but a systemic crime. Genocide is the crime of systematic extermination of a social community. An individual cannot do this on his own, but for that he needs the support of the system behind that crime. For the genocide in Srebrenica, as well as for other crimes against humanity, ethnic cleansing, and war crimes in Bosnia and Herzegovina, the system led by Radovan Karadžić and military commander Ratko Mladić is directly responsible.

At the same time, the system managed by Slobodan Milošević in Serbia is directly responsible for crimes against humanity, ethnic cleansing and war crimes in Croatia, Bosnia and Herzegovina and Kosovo. So every time someone from the government wants to justify their support for any initiative that would take a decisive position on the genocide in Srebrenica, they justify it with the thesis that it is a crime for which individual guilt and that it is not the fault of any people, in fact, they impute that with that individualization they want to amnesty the system behind that crime. If they want to justify their decision, then it is of crucial importance to say that in addition to the fact that individuals were convicted of the crime of genocide, that crime was carried out by a system on which they must have an opinion - says Vuković.

He says that the system must be condemned.

- Just like when a position is taken on the Holocaust, it is not enough to say that it was the act of some Hitler and Göring, but of the Nazi system that carried it out, so it is not enough to say that an individual was convicted of genocide there, but in addition, he must be condemned and the system in whose name that genocide was carried out. By insisting on the individualization of guilt, they actually amnesty the systems personified by Slobodan Milošević, Radovan Karadžić and Ratko Mladić - concluded Vuković.


Professor of the Canadian University of Alberta, Dr. Srđa Pavlović commented for Portal Analitika on the announcement that Montenegro, with the mediation of the USA, will submit two amendments to the Resolution on the genocide in Srebrenica.

"Amendments by the Government of Montenegro on things that are not mentioned in the UN Resolution and are not called into question by the text of the UN Resolution?! Truth be told, this is the announcement of amendments by which the Government of Montenegro confirms political loyalty to Aleksandar Vučić and the ideology that enabled the current group to come to power in Montenegro," Pavlović assesses.

He also reminds that this kind of confirmation of loyalty has already been seen.

"Let's remember the famous parliamentary signing of support for Andrija Mandić for the position of Speaker of the Parliament... Nevertheless, it is necessary to renew the previously sworn oath on the international stage," Pavlović told Analitika.
