Sen. Mark Kelly Warns Shutdown Could Jeopardize Healthcare for Millions

Washington, D.C., October 20, 2025 — Senator Mark Kelly has issued a strong warning as the federal government shutdown continues into its third week, urging both parties to return to the negotiating table and find a long-term solution.

Kelly criticized efforts to resolve the shutdown through isolated bills, saying that piecemeal measures — such as a standalone vote on healthcare subsidies — would not solve the deeper issues at stake. He cautioned that millions of Americans could lose access to affordable healthcare if subsidies expire and costs rise during the ongoing stalemate.

“We need real negotiations and a lasting fix,” Kelly said during remarks in Washington. “This shutdown didn’t have to happen — and every day it continues, families, veterans, and healthcare providers are paying the price.”

The Arizona senator also accused the administration of “picking winners and losers” by using federal workers and public services as leverage in a political standoff. He called on Congress to prioritize reopening the government and protecting essential programs over partisan brinkmanship.

Kelly emphasized that the longer the shutdown drags on, the greater the risk to healthcare services, small businesses, and federal employees across the country. “Our focus must be on stability, not political theater,” he said. “The American people deserve better than this.”

The government remains partially closed as lawmakers struggle to reach a funding agreement. Many agencies are operating with limited staff, and several programs — including healthcare and housing support — face growing uncertainty.
