The Gaza Civil Defense said 13 people were killed in two separate Israeli strikes on Saturday, including six near a humanitarian aid center in southern Rafah.
Civil Defense spokesman Mahmoud Basal said Israeli forces opened fire at around 7 a.m. near the Alam roundabout, where thousands of people had gathered to receive aid from a U.S.-backed center.
An eyewitness said Israeli armored vehicles first fired into the air and then at the gathered civilians.
The Israeli military said it was investigating the allegations.
The attack took place near a center run by the Gaza Humanitarian Foundation (GHF), a U.S.-Israeli-backed organization that began operating in late May after a partial easing of the Israeli blockade.
The United Nations is not cooperating with the GHF, citing concerns about its lack of transparency and questionable neutrality.
In another attack, seven people, including children, were killed in an Israeli strike on a house near Al-Shifa Hospital in the northern Gaza Strip, Basal said.
The Associated Press reported that at least 22 people were killed in Israeli strikes across Gaza overnight Friday.
