Đukanović: Until the Constitutional Court removes the Law on the President from the legal system, it produces certain effects

I do not believe that my move particularly surprised anyone who is familiar with the political situation in Montenegro. The Law on the President of Montenegro is part of the legal system of Montenegro. It doesn't have to be liked by me or anyone else. Until the Constitutional Court removes it from the legal system, it is a law that produces certain effects - said the current President of Montenegro and presidential candidate of the Democratic Party of Socialists Milo Đukanović on City Television when asked if he expects active obstruction due to the act of dissolving the Assembly.
He repeated that he had said earlier that the conditions had not been met to dissolve the Assembly, but that after consulting with experts he had decided to do so after the amendments to the President's Law. He reminded that the previous parliamentary majority passed unconstitutional changes to the Law on the President, in order to enable the election of the third Government, after the previous two of the elections on August 30, 2020, but the mandate Miodrag Lekić, proposed by the President of the Assembly Danijela Đurović, failed to reach the necessary of the majority.
I was right by referring to Article 92 of the Constitution, which gives the President of Montenegro the right to dissolve the Parliament in certain circumstances. Both domestic and professional clarity said that the Law on the President is unconstitutional, and some members of the parliamentary majority did not even hide that they knew it was unconstitutional and that it would fail in the Constitutional Court, but it would serve them to do something they had in mind - said Đukanović .
When asked if it was a risky move, he said that he had the opportunity to assess how big the risk was.
Dissolving the Assembly is less damage than what we have now. Montenegro is paralyzed on the European path, Montenegro is in the process of regressing. I know from contacts in the international public that there is serious astonishment as to how a country can experience a serious collapse in such a short time - stated Đukanović and added that he is ready for the opposition of the parliamentary majority regarding the calling of elections.
When asked if he expects that the potential obstruction will exceed words, given that the parliamentary majority requested today that the Constitutional Court suspend the decision on the dissolution of the Assembly, he replied that he is sure that such ideas exist today.
It is clear that they come from those who are currently in the executive power, these are parties that are either around or below the census. They obviously really liked being part of the executive branch with that little legitimacy, broadly interpreting the rules of the technical mandate. I believe that those who are a significant part of the parliamentary majority do not think like that - assessed Đukanović.
He believes that the Democratic Front is not running away from the elections, nor is the Europe now movement, even though this party is not currently in the Parliament of Montenegro.
When asked why he said that the Democratic Front is not an unacceptable partner, he replied that he believes that the moment to reach a dialogue on the political scene has passed.
I am in opposition to the nationalist politics of the DF. As long as the methods of their political activity were extremely radical, there was no possibility to establish a dialogue, and now that we hear some offer and idea of reconciliation from that side, whether it is sincere or not, I think that the minimum is to establish a dialogue - said Đukanović and added that there is not even a word about a coalition agreement being established.
Commenting on the fact that in 2016 the DF was accused of trying to carry out a coup d'état, and whether he believes that this party renounced it, he said that he has all the facts fresh in his memory.
I have a huge question mark as to how credible this metamorphosis is. I just appreciate the circumstance that someone who was an ardent representative of nationalist ideas, the Great Serbian idea, has now come out with a different rhetoric. We will see if it is just political marketing - pointed out Đukanović.
He considers that the decline in the reputation of Montenegro in the international public is dangerous.
When asked if Montenegro is now in a similar situation as in 1918, he said that there are similarities, especially regarding the international scene of that time and the current situation.
