The Third Session of the Second Regular, Autumn Session in 2024 has ended. Deputy Speaker of the Parliament Nikola Cmaj announced that the session will continue tomorrow.
Today, the Draft Law on Information Security and the Draft Law on the Security of Supply of Petroleum Products were discussed.

PES and Democrats are shutting down, the government has lost its legitimacy
President of the Democratic Party of Socialists Danijel Živković said that there is a great danger of third forces collapsing the system in Montenegro.
"We are talking about the need for Montenegro to defend itself from threats coming from different structures. Montenegro is facing a paradoxical situation where Montenegro has not been able to arrest a single fugitive for three weeks now. Today, the security system is not able to guarantee safety and security. Politics will pass, but certain traces will remain," said Živković.
He pointed out that the elections in Budva showed that citizens are punishing them.
"The government has lost its legitimacy. Whether the elections will be held now or in a year, it does not matter. PES is dying, Democrats are dying and that is clear to everyone," emphasized Živković.
He said: "Don't bother, we will not be with you."
Vuković: I congratulate the ruling majority on the "extraordinary" result in Budva, the day for early parliamentary elections is not far away
"It is unclear to me that no one in power will look themselves in the eye and demand early parliamentary elections. Time is working against you," said Janović.
DPS MP Ivan Vuković commented on the result of the ruling majority in the elections in Budva, he ironically said "I congratulate my colleagues from the ruling majority on the excellent result in Budva, after Podgorica their legitimacy continues in Budva, I am sure that the day is not far off for early parliamentary elections".
"This legal solution, namely the Draft Law on Information Security, implies the formation of the Cyber Security Agency", said Vuković in his comment on the draft law.
As he states, he does not agree that the work on the Law was inclusive, since, says Vuković, a large number of proposals or suggestions were rejected.
Knežević: Biden is pushing us into World War III in Pampers diapers
Democratic People's Party MP Milan Knežević said that the outgoing US president is pushing the country into World War III.
We remind you that last night Biden approved the use of American long-range missiles by Ukraine to attack Russia.
"The outgoing US president, wearing Pampers diapers, announced that he had allowed Ukraine to use long-range missiles in a showdown with Russia. This would not be controversial if it were not for a man who has shown that his brain is in a pickle and who has no obligations to anyone," said Knažević during his speech in the Parliament.
He said that Biden "seems to be planning to provoke World War III after he leaves the office of US president".
"Because he has long been playing golf with his grandparents, or golf or Hold'em poker. It is important to raise our voices loudly against the outgoing US president, who unscrupulously wants to push humanity into war, just as they pushed Ukraine into war with Russia. Now that Trump is about to take office as president, they are leading us into war," said Knežević.
Knežević asked Dukaj whether the Information Security Act, which is being discussed today, "can save us from a nuclear response from the Russian Federation because we are now a legitimate target".
He also said that he had heard that the government was planning to introduce visas for Russian citizens. He said that his party would not support this "anti-Montenegrin" act.
He further told Dukaj, "The less viewing of porn sites, the more successful we will be in defending against cyber attacks."
Minister of Public Administration Maraš Dukaj emphasized that the Draft Law on Information Security was discussed in two cycles, but that today the focus should be on the aspect of cybersecurity, recalling the cyber attacks that were directed at the websites of state institutions in August 2022.
"Despite everything, we managed to preserve the personal data of citizens. I am proud of that and of everything we have done in the last two years," Dukaj said.
The work on this Law was, as he said, inclusive.
"Half a year has passed since the government confirmed this law. I regret that it was not adopted immediately after that, and already during the mandate of the previous Government. Today, we would be at an advantage when it comes to the negotiation process," Dukaj emphasized.
New Serbian Democracy MP Dejan Đurović said that it is inevitable to respect the opinion of European partners, but that they are not obedient but think for themselves.
"European partners must be aware that we are not the same and we are not those who were just nodding their heads before. In the time of 'nodding', the two strongest criminal groups in Europe were created. We are your partners, we respect our word, but we think for ourselves," Đurović emphasized.
He added that he asked the committee to investigate and start the story from the 2016 elections, when the Agency for electronic communications and postal services interrupted Viber and WhatsApp communication from 5 to 7:30 p.m.
"At that time, that Agency was involved in a fake coup, and they will have to be held responsible for that," said Đurović.
Dukaj responded that in 2016, the Law on Electronic Communications was in force, which was not under the jurisdiction of the Ministry of Public Administration.
"We did not have protection of key infrastructure. We started from the beginning, we did not want to 'paint'. The main goal is to protect our information infrastructure, and the Agency will be the umbrella body," Dukaj emphasized.
DPS MP Nikola Janović assessed that the legitimacy of the authorities and the Government of Montenegro no longer exists, and that citizens have begun to punish unscrupulous office-holding.
