The Assembly of the Capital City of Cetinje also adopted conclusions strongly condemning and protesting the statements and attitudes of the President of the Parliament of Montenegro Andrije Mandić, who publicly, on several occasions, grossly injured the dignity, reputation and honor of the Capital City of Cetinje and its citizens.
In the conclusions, it is stated that the Assembly of the Capital demands a public apology from the President of the Parliament of Montenegro, Andrije Mandić, to the Capital and its citizens for statements and attitudes that insult their dignity, reputation and honor. Until he issues a public apology, the Assembly of the Capital unanimously expresses the view that Andrija Mandić is not welcome in Cetinje.
Also, the Assembly of the Capital City of Cetinje called on the competent state institutions to, in accordance with the law, implement actions and activities aimed at protecting the rights and freedoms of the citizens of the Capital City of Cetinje, and to initiate appropriate procedures in order to determine whether the statements and positions of the President of the Parliament of Montenegro Andrija Mandića has elements of misdemeanor or other liability.
Rebalancing of the Budget of the Capital City of Cetinje was adopted
The Assembly of the Capital City of Cetinje at today's session adopted the rebalance of the Budget for 2024, which amounts to 12,295,000 euros, which represents an increase of 6.13% or 711,000 euros.
The decision to rebalance the Budget was made due to the increase of both assigned and own revenues, said the secretary of the Secretariat for Finance and Economic Development, Savo Borozan. He pointed out that the rebalancing is planned to increase the collection of real estate tax, real estate sales tax and tax surcharge, while the personal income tax is reduced due to the reduction of the part belonging to the capital through the amendment of legal regulations.
"Funds from donations are also planned in a larger amount, while there was also an increase in the funds provided for by the Law on the Capital after the adoption of the rebalancing of the state budget. The increase in planned revenues is predominantly planned to be redistributed to obligations from the previous period, by settling obligations based on taxes and contributions, expenditures in the position of current maintenance of public infrastructure, as well as increases in expenditures that are not covered by budget positions or are covered in an insufficient amount in accordance with the needs of the smooth functioning of consumer units and financing of affairs of general interest", said Borozan.
