Camović Veličković: Continued favoritism of one candidate for the position of General Director of RTCG

In her capacity as a member of the RTCG Council, and in order to inform the public as fully as possible before tomorrow's election of the general director of the Radio Television of Montenegro, Marijana Camović Veličković announced that yesterday a consultative meeting of members of the RTCG Council and part of the RTCG Legal Service was held to discuss technical details. upcoming sessions.

The favoring of one candidate for the position of general director over eight others continued, so after a false rumor was created in the public about the question of whether the current acting and twice illegally elected alleged general manager Boris Raonic even ran, yesterday we were presented with a legal opinion that is in his favor.

Namely, the lawyers of Radio-Television of Montenegro Bojan Zeković and Zorica Đukanović, known for the fact that they have not yet succeeded in winning a single court case in which RTCG was sued for the two appointments of Raonic, have now clarified that the fact that he was appointed twice (which is the maximum allowed under the new Law on the National Public Broadcaster) does not actually represent an obstacle and that he can still be a candidate. That opinion is based, among other things, on the fact that the first Decision on appointment from August 2021 has been legally annulled and that "with the annulment of the act, all legal consequences produced by that act are also annulled". Even if we start from the fact that such reasoning can be accepted, I must remind you that the same legal team, together with Raonic and the Legal Service of the RTCG, has been trying for years to challenge the court rulings that say that Raonic was then illegally elected and as far as the public knows , they are now representing that case before the Constitutional Court.

So, while in those processes they advocate the position that Raonic was legally elected, now they refer to the finality of the ruling that he was illegally elected, because it benefits Raonic in this case. It is also interesting that the two years of work experience that Raonic gained in the position of general director in the annulled mandate, according to the opinion of lawyer Zeković, remain indisputable, even though he himself states that "with the annulment of the act, all the legal consequences that that act produced are also annulled". That's what he said yesterday in response to my question. Without those two disputed years, the candidate Raonic does not meet the miserable criterion of five years of work experience in the VII1 vocational training in managerial positions, which he himself determined when writing the new Law on RTCG.

The document submitted by the lawyers is also interesting from the aspect of timing, which is also projected. I remind you that the names of the candidates for the General Director of the Public Service were announced to the public only 17 days after the end of the competition, ie on August 26. On Friday, August 23, the lawyers gave the green light to Raonic's candidacy, and on the first working day after that, the names were announced. Yesterday I asked Zeković when they were asked for their opinion and he said that they received the email on August 20. I also asked who asked them to do that, considering that the document says that RTCG is a client, and the person authorized for similar issues is acting general director, who is now a candidate, so he could not ask for it for himself. The President of the Council, Veselin Drljević, said that he did it, but until the end of the meeting, he did not explain to me with what powers he hires lawyers on behalf of the Public Service and why in favor of one of the candidates, because it is definitely not the competence of the Council as a body or its individual members.

Council member Amina Murić, generously sharing responsibility with Drljević, said that she hired them. It is important to say that already on August 19, I asked for the candidate's documentation to be submitted to us so that we would know who applied and what they were offering, but that the Council's Professional Service told me that the envelopes would not be opened yet because they were waiting for the mail. Drljević, a member with the same powers as me, knew those names long before and was proactive in Raonic's favor.

About the bullying that I also experienced yesterday from some members, i.e. member of the Council, I will not write in order not to divert attention from the candidate for the election of the general director, which will be decided during a non-working day in the late afternoon, so that it will be covered by the media as little as possible and so that as few behind-the-scenes actions as possible reach the public.

I consider everything that I have stated to be important for the public, but above all for the other eight candidates, who are all media professionals, with decades of work experience and university education, and who bravely participate in predetermined quasi-elections in which the worst by all parameters will win.
