Criminal charges against Vraneš for violation of the law and the Constitution, as well as for the attempt to place Pljevlja under the sovereignty of Serbia

Deputy President of the Social Democratic Party (SDP) Petar Odžić, General Secretary of the Social Democrats (SD) Miloš Čelanović, Vice-President of the Liberal Party (LP) Jelena Marković and lawyer Bojan Vujović yesterday filed a criminal complaint with the Basic State Prosecutor's Office against the President of the Municipality of Pljevlja, Dario Vraneš, because on 14 In February, together with the management of the municipality, organized a festive academy in honor of the celebration of the national holiday of another country - the Republic of Serbia.
According to the criminal complaint, the suspect Dario Vraneš is accused of having, among other things, with these activities, "the real goal of placing the municipality of Pljevlja under the partial or full sovereignty of the Republic of Serbia", and that he thereby violated the laws and the Constitution of Montenegro.
OPPOSITION ACTION
Officials from the ranks of non-parliamentary parties and the opposition took matters into their own hands after the Higher State Prosecutor's Office in Bijelo Polje and the Basic State Prosecutor's Office in Pljevlje did not find it appropriate to react on their own initiative to the fact that the president of a Montenegrin municipality is consciously attacking the constitutional order of Montenegro.
In accordance with your question, we inform you that the High State Prosecutor's Office in Bijelo Polje has not opened a case against the president of the municipality of Pljevlja Darija Vraneš for organizing a formal academy - this was stated last week by the High State Prosecutor's Office on matters of Pobjeda.
We received the same answer from the Basic Prosecutor's Office in Pljevlja, two days after the disputed event.
I would like to inform you that a case has not been opened in the Basic State Prosecutor's Office in Pljevlja regarding the described event - it was stated in the answer signed by the head of the ODT, Sanja Golubović.
UNDISPUTED EVIDENCE
The applicants of this criminal complaint indicated that there is indisputable evidence that Vraneš, by organizing a formal academy in the Pljevlja Culture Center, in honor of another country, committed a criminal offense under Article 373 of the Criminal Code of Montenegro, and in connection with criminal offenses under Article 357 and 359, which is prosecuted ex officio.
The celebration of the 220th anniversary of the Buna na Dahija uprising, instigated by Sultan Selim III, called the First Serbian Uprising, and 189 years since the promulgation of the Happy Constitution of Serbia, organized by the Municipality of Pljevlja on February 14, 2024, embodied in the president of the municipality Dario Vraneš, is a direct blow to the constitutional order - they emphasized.
In addition to Vraneš's goal to exclude the territory of the Pljevlja municipality from the sovereignty of the state of Montenegro, either as Serbian territory or as an autonomous area within Montenegro, the applicants of the criminal complaint underline that the president of the municipality, by declaring that Pljevlja is the "center of the Raška region" - clearly it manifests a violation of the territorial integrity and a threat to independence.
What is accomplished will be the criminal offense from article 357 - endangering independence and 359 - endangering the territorial integrity, i.e. article 373 - preparation of an offense against the constitutional order and security of Montenegro, which includes the offenses from article 357 and 359 - they stated in the application.
The municipalities of Pljevlja and Vraneš, according to the applicants of the criminal complaint, do not have the constitutional and legal powers to celebrate the days of other countries, not even the Republic of Serbia.
The suspect undermines the authority and dignity of the state of Montenegro, which includes the municipality of Pljevlja, and at the same time discredits it as a sovereign state and violates the Constitution of Montenegro, as well as the Law on State and Other Holidays - it is emphasized in the report signed by Odžić, Čelanović, Marković and lawyer Vujović.
