Despite the recommendations, RTCG directors each month variables in the maximum amount, without performance evaluation

As of November 2022, the Radio Television of Montenegro (RTCG) has not yet implemented all the recommendations of the State Audit Institution (DRI) from the conditional opinion on finances and regularity of operations during 2021, including how to regulate the way of exercising the right to the variable part of the salary of the general and Director of Radio and Television.
The SAI, in the report published yesterday on the second control of the implementation of recommendations from November the year before last, stated that RTCG implemented 12 out of a total of 18 recommendations, and six partially.
The Radio Television of Montenegro, as the subject of the audit, is obliged to submit a new Report on the implementation of six recommendations by September 12, 2024, which were assessed as partially implemented after the second control - the SAI report states.
Although the RTCG adopted a new Rulebook on the part of earnings based on the results achieved in work on September 2, 2022, which was the initial recommendation, in the SAI, after the second control, they assess that the status of the recommendation remains the same for the reason that the adopted Rulebook did not specify who evaluates, proposes and approves salary increases based on the results achieved in the work of the general director, the director of RCG and the director of TVCG.
The rulebook stipulates that the general director of RTCG (Boris Raonić) can also receive an increase in salary based on the achieved work results, up to the amount of three average net earnings in RTCG, in Article 8 that the director of RCG (Vuk Perović) and the director of TVCG (Milan Knežević) in addition to the basic salary may also include an increase in salary based on the achieved work results, up to the amount of two average net earnings in the previous month, achieved in RTCG.
However, the aforementioned supplement is paid every month in the maximum amount, without evaluation of the performance, i.e. the results achieved in the work, it is stated in the report of the SAI.
The average salary in the Public Service during the last year grew to around 800 euros, so judging by the property record for 2023 submitted to the Agency for the Prevention of Corruption, thanks to the fixed variables, the monthly salary of the illegal CEO Raonic also increased by around 500 euros - to around 4,000 euros .
The RTCG has not yet implemented the recommendation that requires the RTCG to regulate the calculation of employees' wages, the method of recording, compiling and submitting reports on the hours worked, including regular, overtime, night work, work on national and religious holidays and on-call work, with a clear established powers and responsibilities of all employees who carry out the procedure.
Although the RTCG adopted the Internal Procedure for the calculation of wages and the Rulebook on working hours and recording the attendance at work of employees, during the second control the SAI, by reviewing the extract from the electronic records of attendance at work for the sampled months and employees and the corresponding Reports for the calculation of wages, determined that certain discrepancies are still present, i.e. that the number of hours worked in the Reports for the calculation of wages differs from the data from the electronic records of attendance.
The status of the SAI's recommendation regarding the harmonization of financial statements with international accounting standards, and considering that RTCG is obliged to submit financial statements for the period of 2023 to the Tax Administration by the end of March, will be determined later.
The SAI's recommendation that RTCG reconcile claims with suppliers and customers abroad, disputed claims as well as records of taxes and contributions during the year in order to confirm the state in the business books was partially implemented, all in accordance with Art. 2 of the Rulebook on the method and deadlines for the inventory of assets and liabilities of a legal entity.
After the second control, the SAI stated that the RTCG is obliged to, before preparing the Final Account for the year 2023, perform an inventory of assets and liabilities with the balance as of December 31. 2023, as well as that it is necessary for the Public Service to ensure regular updating, i.e. harmonization of acts in relation to the regulations on the basis of which they were adopted.
The status of this recommendation was assessed as partially realized for the same reason as last year, that is, because the preparation of several acts is in progress, so it is necessary to further monitor its implementation.
