The session was initiated by Mayor Nikola Đurašković due to the tragedy that occurred in Cetinje on January 1.

"Taking into account that Cetinje has faced an unprecedented tragedy for the second time in a period of two and a half years, but also that we are witnessing yet another inadequate action by the police and the entire security sector, the Mayor of the Royal Capital of Cetinje has initiated an emergency session of the Assembly of the Royal Capital of Cetinje at which, among other things, he will propose the adoption of conclusions," the Royal Capital of Cetinje announced.

We are conveying the conclusions in their entirety:

- Request for independent international forensics (reconstruction of events) with the aim of determining possible personal responsibility and specific failures in the work of the security sector;

- Analysis of (non) taken actions, (non) submitted proposals for legal solutions, by-laws, decisions and measures in the area for which the state security sector is competent in the period from 12.08.2022. to 01.01. 2025;

- Establishment of the Security Center in Cetinje and strengthening of human and technical capacities;

- Increasing the number of police officers and introducing neighborhood police officers in accordance with the standards and practices of the European Union;

- Establishment of a modern video surveillance system throughout the city;

- Formation of special operational teams at the level of health, social and city administration institutions and the police, whose task would be to recognize deviant behavior of citizens.
