In the Montenegrin Parliament, DF, Democrats and URA are trying to stage a constitutional coup

Assembly President Danijela Đurović took a 15-minute break after she could not stop the heated discussion between Budimir Alaksić and the DPS MP.
DPS member of parliament Aleksandra Vuković said that tonight in the parliament "serious crime is taking place, for which you are going straight to prison".
A constitutional coup, a coup d'état, a serious crime is taking place tonight, for which, according to the Criminal Code, you go straight to prison, she said.
According to her, the DF "delegated from Belgrade and aggressor Moscow" defends this "monstrous law".
A law that is not a law about the president, but a Russian impression on Montenegro or Putin's special operation. And of course the law for Lekić and his sad passage through the DF forces - she added.
Adnan Striković from the SDP said that one cannot talk about the violation of the Constitution, if something has not been done.
It is clear that this is an attack on the Constitution, and that does not surprise me, it is not the first time in the Parliament. All stories and convictions, that something is constitutional, are misplaced... The real reason is Milojko Spajić and Europe now, that citizens see the solution to this crisis in extraordinary parliamentary elections... Why the DF is doing this - it's clear. Kudos to them for running their politics well, but it's bad for Montenegro. Why do the Democrats agree, maybe I can find reasons... But, why does someone give the position of prime minister and the position of minister to someone and put it on a plate? Because they were blackmailed -, said Striković.
Democratic Front MP Predrag Bulatović said that Montenegro is in legal anarchy.
He adds that this was caused by the fact that Đukanović did not give Miodrag Lekić the mandate to form the government.
The function of this law is to prescribe obligations, not only for Đukanović, but for every future president, he added.
They want, he says, to give Đukanović a chance "to renew the consultations".
And to determine whether Miodrag Lekić has the majority or not. If he doesn't have one, he is given the option to give someone from the DPS a mandate... This is anarchy, Bulatović said.
It is to be expected, assesses Bulatović, that Đukanović will not sign this law either for the first time or for the second time.
I am sending him a message on behalf of DF not to do that. Because it is something more than words. This is something for which he can be directly responsible for bringing the country into confrontation with the consequences - said Bulatović.
Demos MP Miodrag Lekić said that this law can be seen "from a problematic side, like any other".
But here we are talking about the political action of the president of the state... This law is a political answer, I want to believe that it was made correctly. This is the answer to the violation, to the usurpation of the Constitution... This is the answer to realize democracy, Lekić added.
This country is blocked, and after all the institutions you have blocked, it remains to block the institution of the president of the country. You act as if the institutions are your hereditary right - you left them from your father, said DPS MP Nikola Janović.
I wanted that together we could all contribute to this society and the country and learn to live with each other, not next to each other. It is obvious that you will not do that, and we can only state that the Constitution is the highest legal act of every state and that practically today you want to collapse the Constitution, that the laws for you have long ceased to exist - said Janović.
The MP of DPS said that no democratic answer is possible if they want to trample the Constitution and change the foundations on which Montenegro rests.
Montenegro is a country of citizens, if you want to change its identity, you must be aware that you will meet the resistance of all of us whose ancestors died for these values. I want to warn you to play with these things. We may be a minority in the parliament, but outside of it is a large majority of Montenegro that does not agree to this - he concluded.
The proposal to amend the Law on the President has eight articles, and the only one that is in accordance with the Constitution is Article 8: This law enters into force on the day of its publication in the Official Gazette. All other articles of this law are in contradiction with the Constitution of Montenegro, said Social Democrats (SD) MP Boris Mugoša.
He said that in the parliament every other is "Milo, Milo, Milo", emphasizing that it is his constitutional right to propose whoever he wants.
"The president can propose a candidate with dominant parliamentary support" - Did you lawyers finish your first year exams? What kind of dominant parliamentary support are you referring to? - Mugoš asked.
He said that he does not defend the image and work of Milo Đukanović, but added that half of the parliament would not be involved in politics if he were not there.
Because of your personal animosity towards one man, you are ready to derogate the entire Constitution and go to those limits just because you don't like who is currently the president, without thinking that there will be other presidents - Mugoša pointed out.
Member of Parliament of the Social Democratic Party (SDP) Draginja Vuksanović-Stanković called on the Speaker of the Assembly Danijela Đurović to resign as a matter of urgency.
What others allow themselves, she, as another personality of this country, should not allow herself - to be constantly held by DF like a snake and a frog. To be in the position of the second man of the state and to allow something that contradicts the Constitution of Montenegro to be put on the agenda is unacceptable - she said.
He believes that the proposal of this law is scandalous, that it directly derogates the powers of the president of the state, and that it is reduced to zero.
And you from the DF cannot say that you are on the side of Montenegro, you are only on the side of Aleksandar Vučić and protect his interests in this parliament - she said.
The Constitutional Court does not function, the Judicial Council does not function, we do not have a president of the Supreme Court, the government is an ordinary circus led by a political circus performer, and the parliament has been reduced to anarchy - said the SDP MP.
You can't say that I'm defending Milo Đukanović, because I was the only one who stood up for him in 2018, and you never did. Even when I was in a coalition with the DPS, when I defended state resources, was in a coalition and voted against it, I had my own position and always defended the profession. I am a lawyer first and only then a politician - she added. Parliamentary elections will be won by a civil and European Montenegro, and the tasks that you have been given to carry out, you will be responsible for it, anyone who works against the interests of Montenegro - said Vuksanović-Stanković.
The deputy of the Democratic Party of Socialists (DPS) Danijel Živković said that it has become meaningless to talk about procedural errors in the application of the rules of procedure.
This is no longer a parliament, as of today it is anarchy. Since everything is allowed in anarchy, that's how we will behave - said Živković.
Živković said that the president of the state properly and in accordance with the Constitution called the representatives of political entities for consultations, who, "miraculously, did not show up".
Since they didn't show up, submit signatures as they themselves said, they didn't come to an agreement because they didn't have the political courage - because then someone would accuse someone of treason - and when you accuse someone of treason before local elections, you know that your voter rating drops, you have to somehow you jump in, so you propose a law on the president that would look like a time machine - said Živković.
Deputies of the parliamentary majority at the beginning of today's session suddenly included this Law in the agenda, and decided to make it the first item on the agenda.
