KATNIC: I did not arrest Dritan Abazović because of obstructions in the Ministry of Internal Affairs

The former chief special prosecutor Milivoje Katnić vehemently accused the outgoing Prime Minister Dritan Abazović of having ties to the Skaljar organized clan and that - due to strong obstructions in the Ministry of Internal Affairs - he did not arrest him.
In a guest appearance on TV Prva yesterday, the outgoing prime minister accused Katnić of "protecting criminals" while he was the chief special prosecutor, and repeated the accusations against the former assistant director of the Police Directorate, Zoran Lazović, claiming that he was "at the top of the pyramid of organized crime". crime in Montenegro".
In an interview with Pobjeda, Katnić specifically accuses Abazović of ties to organized crime, claiming that there is, beyond reasonable doubt, information that Abazović revealed to high-ranking members of the Skaljar clan the intentions of the Government and other civil servants regarding the dismissal of the chief special prosecutor and the personnel planned in the Ministry of internal affairs.
My results show how much I protected criminals - 90 indictments were brought against 400 members of organized criminal groups. The fact remains, however, that I did not arrest a member of the Skaljar clan named Dritan Abazović. To the degree of reasonable doubt, it can be stated that Abazović gave this group information about the intentions of the Government and other civil servants when the Chief Special Prosecutor will be dismissed and what personnel will be appointed in the Ministry of Internal Affairs. He protected them wherever he went, said Katnić.
He points out that he did not realize this task due to the serious obstruction of Abazović's cadres in the Ministry of Interior, who informed him about all the evidence that existed against him regarding ties to a criminal group.
However, I deeply believe that the day will come when everyone will be held accountable for what has been done, including Mr. Abazović. After all, for a similar or the same form of incitement that Abazović has been doing towards me for a long period of time, certain people are being held accountable in The Hague today.
As Pobjeda wrote, using Europol's information on transcripts of conversations from the Sky app and wiretapped conversations, which were published by M portal and Standard, Dritan Abazović was a highly quoted, but also respected, person in the correspondence of the Skaljar criminal clan since August 2020.
,,...says Abazović. Let's tear them apart tonight. Brother. The sweetest of all, All the best. Do you believe that I am sorry that I am not a voice for him... yes, yes Abaz is our big brother".
These few sentences are part of the transcript of intercepted conversations on the night of the election on August 30, 2020, between a member of the Škalja mafia organization Stefan Đukić-Mandić, who was then in prison in Kiev, with Bojan Lopičić from Podgorica.
These transcripts were published by the M portal in September 2022. Abazović was accompanied by his colleague Ana Rašović.
Justifying this meeting caught on camera, Abazović tried to present Lopičić as a random tourist, explaining that he was besieged by tourists and various other people and constantly asked him to take photos with them, and that's how, according to his version, that photo was created.
"Like any of his explanations, this was ridiculous and an offensive attack on the public's intelligence. However, the Special State Prosecutor's Office took Abazović seriously and assessed that 'there is no basis for suspecting that a criminal offense has been committed from the photo,'" wrote Pobjeda journalist Kaćuša Krsmanović in a text dated April 1 of this year.
The prosecution did not find evidence even in the case of "Skaj" communications, the transcripts of which were published by M portal in August of last year, testifying to the agreement of members of the Skaljar clan to procure encrypted phones for Abazović, which he ordered, but they decided to give them to him as a gift.
At the time of that correspondence, he was the Deputy Prime Minister and coordinator of the security services.
In a correspondence dated December 30, 2020, one of the criminals writes that Abazović is "looking for four crypts" and that "through God", "a lawyer, he was" and says that he "asks how much the 4 crypts are for the father to pay", to which the interlocutor replies: "they should be honored for that".
Božo's lawyer is Božo Milonjić, who after the August elections was appointed secretary general of the Government of Zdravko Krivokapić.
The Special Prosecutor's Office announced that "no evidence was found that members of an organized criminal group provided a phone with the ``Skaj'' application for the Prime Minister of Montenegro."
Although he denied for a long time that he had an encrypted phone, Abazović admitted that he got it from a friend from the public administration who is not a member of a criminal group. Then he stated that this phone "was complicated for him and that's why he never used it".
Just a few months later, answering the press exactly on questions about transcripts of "Skaj" communications, he repeated that he had an encrypted phone, stating: "...one message was exchanged with only one person"...
To date, the Montenegrin public has not received an official answer about Abazović's encrypted phone, nor, according to information from Pobjeda, has that phone ever been submitted for forensic processing.
The connection between Abazović and the mafia is also evidenced by the intercepted communication from July 2021, published by the Standard portal, between the brothers Mladen and Ognjen Kažanegra with, as is believed, Blazo Rađenović, an official of Ura, who is designated as N.N. in those documents.
I'll show you the minutes from the main committee, Dritan argued about this. Brother, he says, you are crazy, who will break all this in two months, three months. You are crazy, he says - Rađenović relays Abazović's words to one of Kaženegra's brothers.
He goes on to write to him: "Am I the only one, he says, who dismissed Zorana Lazović, he says, and this one (Veljović) with his resignation? Come on say (..?) Good".
In that correspondence, Kazanegres react because of the actions of the Special Police Team in Budva, which were led by Katnić.
Eh, eh, brother, we will solve them all', slowly, says the prosecution that sj. he says, and then we'll solve everything', we can't do anything without that. He told me - reports Rađenović.
Kažanegra answers him: "I know, but he is the main arm of this brother".
He knows, he knows, he's aware, that's all. He said he was aware, he didn't deny anything, he simply said: "Brother, don't attack me f*** for this long, I couldn't take it anymore - Rađenović announces the details of the conversation with Abazović, reported in September last year by the portal Standard...
Transcripts of "Skaj" communications of members and associates of the Škaljar clan confirm that Abazović was a favorite "character" of the recently murdered Jovan Vukotić, who was reputed to be the leader of this mafia organization.
It's nice to see you here near Abaz, our brother, he's waiting for us - is one of the messages that Vukotić wrote in March 2021 to the then police functionary Dalibor Medojević.
The Prosecutor's Office and the Police Directorate then held a joint press conference at which Abazović was also present, as the Deputy Prime Minister and coordinator of the security services, together with the Secretary General of the MUP at the time, Ura official Rad Milošević, who has been in custody for several months on suspicion that he participated in the organization of state tobacco smuggling, as director of the Customs and Revenue Administration.

All these details published by the media remained unanswered by the Special Prosecutor's Office headed by Vladimir Novović. Will the statement of the former special prosecutor Milivoj Katnić, in which he accuses some officials of the MUP of obstructing the investigation in the "case of Abazović and the Skaljar clan" remain just another media release that will not resonate with Montenegrin investigative bodies and the judiciary?
