The parliamentary majority has submitted an Agreement on overcoming the blockade of the Parliament.
We are transmitting in full:
In order to ensure the smooth operation of the Parliament of Montenegro and overcome the institutional blockade, the parliamentary majority and the parliamentary opposition reach the following agreement:
Article 1 – Opinion of the Venice Commission
The Parliament of Montenegro will, by consensus of all chairmen of the parliamentary caucuses of the parliamentary majority and the parliamentary opposition, submit an official request to the Venice Commission for an opinion on the decisions of the Constitutional Committee and the statement of the termination of the function of the judge of the Constitutional Court of Montenegro, Dragana Đuranović.
The content of the request submitted to the Venice Commission will be agreed upon by one representative each of the parliamentary majority and the parliamentary opposition.
Article 2 – Binding nature of the opinion
The opinion of the Venice Commission is binding on the Parliament of Montenegro.
Article 3 – Deadline for implementation of the opinion
The Parliament of Montenegro shall, within seven days of the delivery of the opinion of the Venice Commission, take all necessary steps for its full implementation.
Article 4 – Continuation of the work of the Parliament
The Parliament of Montenegro shall immediately after signing this Agreement continue its work and proceed with the consideration and adoption of the Budget of Montenegro, as well as all other acts within its competence.
Article 5 – Final provisions
With this Agreement, both parties confirm their commitment to the stability of institutions and respect for democratic principles. The Agreement shall enter into force immediately upon its signing by the Presidents of the Parliamentary Majority and Opposition Clubs.
