Pich and Sarazin: Consider what message would be sent if the prime minister and the government were elected on the basis of a dubious law

The United Kingdom and Germany continue to strongly support the Euro-Atlantic orientation of Montenegro and its efforts to join the European Union. At the same time, we are concerned about the long-term political crisis, blocked institutions, the increasing polarization of society in Montenegro and the apparent inability of political decision-makers to find a way out of this crisis, stated in a joint statement the special envoy of the Prime Minister of the United Kingdom for the Western Balkans Lord Stuart Pich and the special the representative of the German federal government for the countries of the Western Balkans, Manuel Sarazin, who currently resides in Montenegro.

"In these geopolitically and economically challenging times, Montenegro, as our NATO partner, needs a functional government and strong institutions. We believe that the Assembly is responsible for urgently restoring the functionality of the Constitutional Court by electing the missing judges, not only to the extent necessary to achieve a quorum, but also to ensure efficient decision-making. This will require a process of complete and transparent consultations, and a focus on putting the national interest above party politics", Pich and Sarazin say.

They also point out that they believe that the best means to "overcome the current political impasse and put the future of Montenegro back in the hands of its people would be parliamentary elections, which should be held as soon as possible, and after the Constitutional Court resumes its work ".

"The Venice Commission expressed a clear opinion on the draft law on amending the constitutional powers of the president, recommending that it not be adopted. Considering that the Government of Montenegro considers EU accession and the implementation of the rule of law as a matter of high priority, it is very worrying that the law was adopted without due consideration of that advice. We strongly recommend political decision-makers to carefully consider the harmful message they will send to Euro-Atlantic partners if they elect a prime minister and, after that, form a government based on a law whose compliance with the Constitution is highly questionable and which the Venice Commission advised not to implement," they stated. in the announcement.

Decisions made in the Assembly on December 12, they say, further worsened the crisis.

"This is very worrying and harmful for Montenegro and its citizens. We invite all interested parties to put aside party politics and personal interest and to engage in a meaningful dialogue, if necessary in private, in order to find the necessary compromise and overcome the political crisis and polarization in society that has paralyzed the country in recent months. "Citizens of Montenegro continue to overwhelmingly support their country's accession to the EU and deserve a government that acts in their interests, meets their expectations and focuses on the necessary policies and steps for reform," they conclude.
