Retired Admiral Dragan Samardžić commented on the opinion of the State Audit Institution (SAI) according to which the agreement between the two governments implies direct purchase without the involvement of private companies.

According to the SAI's findings, the so-called "Gov-to-Gov" or interstate agreements imply direct purchase in order to ensure transparency, security and compliance with international rules, especially when it comes to the purchase of military equipment and strategic technologies.

- The government of one country buys or receives military equipment from the government of another country. By using Gov-to-Gov agreements, countries avoid private intermediaries, which reduces the possibility of corruption and increases transparency - the SAI said.
