Spajić submitted an exposition to the Parliament: Formation of a special court, shorter working hours, announcement of Europe now 2.0. but no details

Milojko Spajić, the representative for the composition of the 44th government, submitted today to the Assembly an exposition on the composition of the new government.
Special court for the fight against organized crime, corruption, war crimes...
Spajić stated in his exposition that he will form a special court to fight against organized crime, high corruption, money laundering and war crimes.
We will transform the special police department of the Police Administration into an independent special police agency, and we will also form a permanent and functional department for financial investigations within the SDT - the report states.
In his presentation, the PES leader pointed out that in agreement with the European Commission, key priorities were defined in areas important for the fulfillment of the remaining temporary criteria in chapters 23 and 24.
A key prerequisite for the continuation and completion of the process of realization of the unfulfilled temporary benchmarks is the appointment of the most important holders of judicial functions (the seventh judge of the Constitutional Court, the remaining members of the Judicial Council, the President of the Supreme Court, the Supreme State Prosecutor), which will, on the one hand, create the preconditions for overall consolidation system of the rule of law, and on the other hand, to unblock reform processes in the field of justice and contribute to a more effective fight against corruption and organized crime - the document says.
Spajić stated that, after being appointed to the judiciary, it is necessary to complete the remaining reform processes in the field of justice, to additionally devote to consolidating the balance of results in the area of the fight against corruption and organized crime, and to improve the overall media environment and fully investigate attacks on journalists, but also intensify efforts to solve numerous affairs and unsolved murders...
When it comes to the reform of the rule of law, the exposition foresees items such as the reform of criminal legislation, the criminalization of illegal enrichment of public officials, the strengthening of units in the Ministry of Internal Affairs that deal with the control of the property and lifestyle of police officers and employees in that department...
Europe now 2.0.
He says that his government has a specific goal related to the improvement of citizens' standards through the implementation of the Europe Now 2.0 program.
We will achieve the stated goal by releasing the investment potential of Cme Gora, development projects that will give impetus to new business opportunities in Montenegro, a comprehensive tax reform, by freeing the employer of part of the labor costs as the most significant fixed cost in his business, which will accelerate the creation of new jobs, as well as by eliminating business barriers, with a drastic reduction of the "gray economy" - it is emphasized in Spajić's exposition.
It is also assessed that social and ethno-national divisions and tensions must remain behind us.
In the exposition, Spajić says that they must use the mandate they received to build social cohesion, strengthen national unity and make Montenegro, for each of its citizens, the most beautiful place to live - in which, as he added, different identities are understood as wealth, and not a reason for discrimination.
In which knowledge, ability and integrity are the measure of personal and collective success, and the state and its administration are a mechanism at the service of citizens and the reason for their true pride - Spajić added.
He says that their vision is Montenegro as the Switzerland of the Balkans and the Singapore of Europe.
Cma Cora will implement its foreign policy during the mandate of the 44th government, guided by strategic national interests, through four main foreign policy priorities: full membership of Montenegro in the European Union; active and credible membership in the NATO alliance; improving good-neighborly relations and strengthening the role of our country in multilateral organizations - said Spajić in his presentation.
NATO defense policy
The exposition states that the Ministry of Defense will actively work on improving all capacities for the implementation of NATO defense policy, primarily through strengthening the legislative framework, improving the defense system, modernizing and strengthening professional standards.
The defense objectives of Cme Gore, protection of sovereignty, territorial integrity and independence of the country, contribution to the development of the Alliance's capacities and capabilities, preservation of peace and security in the region and the world, development of resilience, civilian readiness and crisis management capabilities, are the strategic orientation for all future plans and activities of the Ministry of defense - it is stated in the exposition.

In accordance with the stated program commitments and on the basis of Article 103 paragraph 2 of the Constitution of Montenegro, I propose the following composition of the government:
