The press conference has begun after the marathon extraordinary session of the National Security Council, which was held after the tragedy in Cetinje.
Prime Minister Milojko Spajić is addressing the media.
"I understand the anger and feelings of citizens, I would just like to say that this is a great burden for our small country," said Spajić, adding that this was the most difficult session of the Council.
"The case has nothing to do with religious and national characteristics, it is disinformation. There is no religious component, this is a health case," he said.
Spajić said that the wide availability of weapons is unjustified.
"We will adopt a new Law on Weapons. People who currently have permits will have until January 1, 2026, to undergo new checks that include both security and psychological ones, more rigorous than before. Anyone who does not meet the requirements by January 1, 2026, will have their permit revoked and it will be confiscated," said Spajić, adding that this is a key measure.
There will be no compromise in the implementation of this law, said Spajić.
Hunting societies will also undergo checks, the Prime Minister announced.
"All private sports shooting organizations should be banned, that is my position," said Spajić.
Speaking about the number of police officers, he said that about a thousand police officers, primarily operatives, have retired in the last two years.
There were "maybe a dozen police officers" in Cetinje when the tragedy occurred, said Spajić.
"From 6pm, that number should have increased as the welcome progresses, other patrols should have joined them," he said.
He mentioned the possibility of reactivating retired officers to strengthen the police force, "especially when leadership is needed that cannot be learned overnight."
