Acting DPS president Danije Živković said that the Main Committee of that party made a decision last night to boycott the population census and called on citizens not to participate in an illegally prepared process whose goal, he said, was the ethno-federalization of Montenegro, i.e. turning the state into Bosnia and Herzegovina. Herzegovina.
We invite citizens not to respond to the illegally prepared population census and not to participate in the fraudulent process, which was prepared by such institutions - said Živković at the press conference.
He claims that they made a maximum effort and tried to reach a mutual agreement with the competent institutions in order to postpone the census for the next few months, in order to fulfill all the recommendations required by law and to have confidence in the credibility and integrity of the collected data from all relevant social and political actors.
Despite all the efforts and requests addressed to the Government and Monstat and the desire for us to participate in the organization and implementation of the census, they ignored our requests and behaved ignorantly. They did not meet any request - Živković reminded.
Instead of meeting the demands, he claims that the government's goal is ethnic engineering.
Their goal was clear - to transfer the already prepared data to the database and to use the falsified data for some new national census, that is, ethnic engineering - said Živković.
We saw, as he says, the completely ignorant attitude of the authorities to calls to postpone the census.
That is why the decision of the DPS is like this. The government even ignored calls from the European Parliament and adopted amendments on the progress of Montenegro. They are not interested in the opinion of European institutions, the EP, political parties, NGOs, national councils, councils of certain communities... There is no social consensus here regarding the holding of the census, so they want to hold the census by force, by mail, without all legal procedures in completely unstable political environment with only one goal - that such a census be a means and an instrument in the hands of those who want to carry out ethnic engineering in Montenegro, and the ultimate goal is the ethno-federalization of Montenegro, i.e. turning the state into Bosnia and Herzegovina. - emphasized Živković.
"Postpone the census, then arrange monitoring"
Regarding the statement by the Minister of Finance, Aleksand Damjanović, that the DPS can participate in the monitoring of the census, Živković believes that this attitude comes too late. DPS asks to stop the process and to establish control mechanisms in a stable political environment.
We had two meetings with Damjanović and talked several times on this occasion. Our demands were clearly articulated. Instead of coming to a consensus about the control process, now that we have elected enumerators in most municipalities and census commissions, it comes to how we should now participate in the control process. If Damjanović has the will, the census can be postponed for two, three, four, five, six months, by government decree, and I can do that today. When we agree on monitoring and correct deficiencies, we are ready to participate in that process. DPS is not against keeping the census. We don't have a problem with it happening, we're just asking for a minimum of conditions - no less and no more than what we had in 2003 to 2011, let those conditions be met and no one will be ready for a boycott - emphasized Živković.
"Penalties are not prescribed according to Monstat"
Commenting on possible penalties for refusing to participate in the census, Živković points out that the inviolability of the apartment is clearly stipulated in the Constitution.
During those 15 days, I will have a lot of obligations, so it will be difficult for enumerators to find me at the address where I will be. No one can enter the apartment of any individual without a court order. Penalties are not prescribed as Monstat says for boycotting the census. I am ready to go to court to defend this position - said Živković.
It is a special story, he points out, that the neighboring state interferes in how citizens should express themselves, statements of religious leaders, billboards in Budva and several other Montenegrin municipalities...
In such a social and political environment, with a prime minister in a technical mandate who says that the census needs to be carried out and that he is not interested in the opinion of the European Parliament, national councils and political entities, then you can only draw one conclusion - when it is the interest of Abazović, then you have to be aware that it is a serious fraud and manipulation. We will not participate in that process and we will not legitimize it - said Živković.
He also told Monstat not to protect the citizens because, as he says, they will not succeed in doing so. He accuses the Statistics Agency of participating in the destruction of civil Montenegro.
There is a clear recommendation in the EP Resolution that citizens should not be intimidated with any misdemeanor or criminal sanctions regarding their decision to participate in the census process - said Živković.
Đukanović for the boycott
He also said that the former President of Montenegro Milo Đukanović was at the session of the Main Board of DPS and that his position is that boycott the census.
Đukanović attended the session and had an identical position - said Živković.
"The failed government in advance"
Živković is also of the opinion that the future government will not be successful and will quickly lose legitimacy in the parliament.
It is a pro-Russian, anti-Western, anti-European government. In that government, there will be structures like the former DF. Andrija Mandić should be the president of the Assembly, who is anything but European. That government will not be successful, it is a failed blad in advance that will not be able to function, which is opposed to Euro-Atlantic values and will very quickly lose legitimacy in the parliament. Be sure that we will replace her - said Živković.
