The false announcement of the Ministry of Education about the deletion of the Montenegrin language from the platform, they are hiding behind a "technical error"

Regarding the incident with the unavailability of the Montenegrin language on the website digitalnaskola.me, based on the Learning Passport concept, which was developed on a global level by UNICEF and Microsoft, we regret to state that the Ministry of Education told a notorious lie, the Faculty of Montenegrin Language and Literature announced ( FCJK) in Cetinje.

We remind you that the Ministry headed by Miomir Vojinović Pobjedi responded two days ago that Microsoft was responsible for the deletion of the Montenegrin language from the Digital School platform and that "during the last regular update of the Learning Passport platform, which was carried out at the global level, the name was automatically deleted Montenegrin language".

They pointed out that they expect Microsoft to solve this technical problem soon, but shortly afterwards they state that "in order to fully respect the rights of all users to use the language they speak, the Digionica user interface is available in Montenegrin, Latin and Cyrillic, and Albanian and English ", and that Microsoft made them name the language as Montenegrin (although it does not offer that option in its programs).

All of the above is the result of the usual unimaginative and, in the digital society, extremely uninventive and infantile subterfuge and hiding behind a "technical error". But such behavior is common in the government's justifications. Let us recall that in its first decision of 2020, the Government marked Kosovo with an apostrophe due to a "technical error", that the Government adopted the decision on the issue of bonds a few days before the Ministry of Finance sent it for consideration, that last year " technical error" or the deletion of the analysis on the Open Balkans from the website of the Ministry of European Affairs. In the same way, they are trying to convince us that it is a "technical error" to delete only the Montenegrin language from the website of the Digital School and that a foreign corporation is behind it - the statement of FCJK states.

As they emphasize, one should not be excessively digitally literate, in order to prove that the Ministry, like the Government to which it belongs, is covering up the truth in a Munchausen style and is fabricating what did not happen.

Everything they presented would imply that until that update the language had a Montenegrin name. They say that Digionica was added to the platform in December 2021, and with a simple search of the Web archive, we can see that in January 2022, on the instructions for accessing Digionica and adjusting the language on the user profile, there was a photo that is still there today (marked as Figure 6) and on which the choice "in the list of available languages" is proposed, among which there is no Montenegrin. Microsoft did not automatically or manually change the photos in the given instructions, and they, we repeat, are unchanged even today on that website - without the Montenegrin language - the announcement states.

They point out that, in addition, even on the open part of the platform, if it is accessed via the Learning Passport platform, the Montenegrin language is not offered as an option on the application page.

The Ministry of Education therefore knowingly and with full responsibility lies and manipulates. By reaching for misinformation, the ministry that should encourage ethics and integrity sets an example of how any threat to human rights and freedoms and intentional violation of the values guaranteed by the Constitution can be trivialized and presented to citizens and international partners like UNICEF as a "technical error". Finally, it is shameful that the Ministry of Education considers citizens to be uneducated and digitally illiterate and offers such easily proven fabrications as justifications for its unconstitutional actions. Such a paradigm must not go unpunished - concludes FCJK.
