The majority submitted to the Assembly the Proposal for a Resolution on the Genocide in Jasenovac

The representatives of the parties of the parliamentary majority submitted to the parliamentary procedure the draft resolution on the genocide in Jasenovac, it was confirmed to Pobjeda from the Parliament.

The resolution was signed by 43 deputies, that is, all of them from the ruling parties, except for the representatives of the Albanian parties.

The proposal of the resolution was preceded by the party of the leader of the parliamentary majority on this topic.

The idea of adopting this document came from Parliament Speaker Andrija Mandić, who recently said that the political representatives of the Serbian people will propose that this document be considered in the Assembly.

The proposal of the leader of the New Serbian Democracy, who is politically close to the President of Serbia, Aleksandar Vučić, is a kind of reaction to the resolution on the genocide in Srebrenica, which the General Assembly of the United Nations should declare on May 23.

For this reason, two days ago, Croatia delivered a note of protest to Montenegro, apostrophizing the inappropriateness of the manipulation of the victims of Jasenovac for political purposes, the "instrumentalization of Croatia for its internal politics" and called on the Montenegrin authorities to refrain from anything that could jeopardize the country's path towards the European Union (EU ).

We transmit the text of the proposed resolution in its entirety:

Starting from the highest values of the constitutional order and generally accepted rules of international law;

Convinced that citizens' knowledge and awareness of mass suffering are a prerequisite for the democratic world's struggle against totalitarian ideas and similar projects, persecution on ethnic or religious grounds, as well as human rights violations;

Bearing in mind that according to irrefutable evidence, a death concentration camp was established in Jasenovac, in which Serbs, Jews, Roma, Croats and other peoples were tortured and killed in the period from 1941 to 1945;

Unique in condemning all crimes on the soil of our country and the former Yugoslavia, in expressing reverence for all victims of those crimes, as well as in sympathizing with the suffering of their families;

Confirming the principled position based on domestic and international law, that responsibility can be exclusively individual, as well as that no nation can be labeled as genocidal or criminal;

Strongly determined to do everything so that the tragic suffering of people of ethnic, religious and other groups would never happen again anywhere;

Based on Article 82 paragraph 1 point 3 and Article 91 paragraph 1 of the Constitution of Montenegro, the Parliament of Montenegro adopts:

Resolution on the genocide in Jasenovac

With deep sympathy for the victims of the genocide in Jasenovac during 1941-1945. recognizing that 2025 will be the 80th anniversary of this terrible crime, and recognizing that on April 22, 1945, the Jasenovac death camp was dismantled and on that day the last remaining prisoners were killed, the Parliament of Montenegro is guided by the United Nations Charter, With the Universal Declaration of Human Rights and the Convention on the Prevention and Punishment of the Crime of Genocide, it decides to pay special attention to the commemoration and condemnation of the crimes committed in that death camp;
Aware of the historical importance of Jasenovac as a place where innocent people lost their lives, the Parliament of Montenegro decides that April 22 will be officially recognized as the Day of Remembrance of the Genocide in Jasenovac, which will be celebrated every year.
The Parliament of Montenegro condemns any denial of the genocide in Jasenovac and calls for the preservation of the memory of those tragic events through educational programs and activities that will prevent any form of revisionism.
Through the adoption of this resolution, the Parliament of Montenegro undertakes to actively contribute to preserving the memory of the victims of the genocide in Jasenovac, promotes tolerance, understanding and the fight against all forms of hatred and discrimination.
It is encouraged to mark April 22 as a day of remembrance for the victims of the genocide in Jasenovac, which was committed during 1941 - 1945, and the Assembly will send a delegation every year to participate in the commemoration programs.
The Parliament of Montenegro encourages state organizations at all levels, the President of Montenegro, civil society, including non-governmental organizations, academic institutions and other relevant parties, to commemorate April 22, including the organization of special events and activities in memory of the victims of the genocide in Jasenovac, which was committed in the period 1941-1945.
