The session of the Assembly continued, where MPs will ask questions to Government representatives.
The MPs' questions are answered by: Aleksa Bečić, Deputy Prime Minister for Security, Defense, Crime Fighting and Internal Policy, Ervin Ibrahimović, Deputy Prime Minister for International Relations and Minister of Foreign Affairs, and Danilo Saranović, Minister of Internal Affairs.
Session flow:
17:30 Adžić said after the break that "as a country, we failed miserably".
"If instead of a strong response from institutions and attacks on criminal structures, after death and suffering on the streets, the answer would be the prosecution of members of criminal groups, we would get photos, responses from institutions in the form of systematization, stories about fireworks, tunnels, raises, improved conditions. "This is a defeat for the state and institutions and a prelude to the continuation of the crackdown on criminal groups, because today they saw that the state has no answer to their crimes," Adžić said.
Šaranović says that he is sorry that political vulture is present.
"There has never been a stronger fight against organized crime, 50 percent of high-ranking members of criminal groups have been released, and that has implications," Saranović said.
16:48 URE MP Filip Adžić told Minister Šaranović that he is a coward during a procedural statement, after which the Vice President of the Assembly Boris Pejović adjourned.
15:48 Vice President of the Assembly Boris Pejović asked Saranović what happened to the irrefutable evidence of an opposition party that over 3,300 people from Serbia and Republika Srpska are on the voter list for local elections in Podgorica?
"It is about irresponsible political behavior that has continuity when it comes to DPS. This was confirmed by the fact that they did not say a single word about this after the election," said the minister.
15:41 Šaranović, in response to a question from NSD deputy Vas Obradović, said that they are acting in two directions when it comes to the case of the fugitive Balijagić.
"The first thing is to deprive him of his freedom, which I hope will happen soon. The most detailed investigation will be carried out when it comes to the actions of all police officers both before and after the criminal offense. As long as we do not establish responsibility, there is no point in carrying out such important state duties functions", Saranović says.
15:07 Minister of the Interior Danilo Saranović says that for years the Ministry of Interior has not made a personnel plan but a criminal plan.
"Hundreds of pages from Sky correspondence testified that the two dominant criminal groups in the country experienced an increase thanks to the former authorities. Now they refuse to exchange arguments in the parliament. Correspondences were found in the phone of Vesna Medenica, where a member of parliament and the former mayor of Podgorica agree which citizens of Podgorica should be arrested," Saranović said.
15:01 NSD MP Dejan Đurović asks Saranović if a personnel plan for the Ministry of Internal Affairs has been prepared?
"I asked the question back in the period when these circumstances did not exist. You were not at the head of the MUP when these two clans that are shaking Europe were created, you have been at the head of the MUP since almost and you probably sat on the hottest chair in Montenegro. Suddenly, it was as if they had never been in Montenegro before the murder," said Đurović.
14:55 Minister Šaranović now answers the questions
14:05 DPS MP Nikola Rakočević asked Ibrahimović how he would react to the announced amendment of the Constitution and the Law on Citizenship.
Ibrahimović replied that everyone has the right to start an initiative to change any legal solution, and that it is a long way from the initiative to its adoption.
"Discussions on changes to the Law on Citizenship are acceptable to us only if they are conducted in an atmosphere of social consensus and in cooperation with the EC, which implies avoiding manipulations and attempts at electoral engineering," said Ibrahimović.
Ibrahimović: Montenegro will soon get an ambassador to NATO
13:50 Montenegro will very soon get the head of the NATO mission in Brussels, said the Minister of Foreign Affairs Ervin Ibrahimović, stating that consultations at the level of the Government are still ongoing, in order to choose the best possible candidate.
He said this in the parliament, answering the question of the representative of the Democratic Party of Socialists, Andrije Nikolić, why the Government has not proposed an ambassador to NATO for almost a year, and in which diplomatic and consular missions (DKP) Montenegro has vacant ambassador positions.
Ibrahimović said that in order to appoint the heads of the DKP, coordination and agreement between the Government, the Assembly and the President of Montenegro is necessary in order for the prescribed procedure to result in a positive outcome.
He said that, as someone who has been in the political life of Montenegro for a long time, especially as a relevant minister since July, he fully understands the importance of filling vacant positions in the diplomatic-consular network.
According to Ibrahimović, they have already initiated procedures for vacant diplomatic positions that will be filled by career diplomats.
Speaking about the position of ambassador to NATO, Ibrahimović said announced that consultations at the level of the Government are still ongoing, in order to choose the best possible candidate.
"Our NATO mission will get an ambassador very soon", said Ibrahimović and added that they could not have reacted faster.
13:27 Leković said that we were blocked for ten years.
"We had a great expansion of crime and corruption. Would we have had it if the government hadn't changed, I'm sure it wouldn't have. And that's the main problem. In the security sector, clean hands have finally arrived, people that no one can blackmail and discourage," said Lekovic.
Now, says Leković, we have the politicization of tragedies.
"That's something I fear, maybe I'm being rude, but for me it's classic vulture. Any politician who tries to score political points on a tragedy is a classic vulture in my opinion. Those political vultures influence citizens with their story. I despise these things and make an appeal citizens to look objectively, to go back in time and see what happened and compare it with the current situation," added Leković.
13:13 Democrat MP Momčilo Leković asked Bečić which results he considers particularly important in the security sector.
"We managed to achieve remarkable results this year. I want to highlight the General action, there were also numerous other actions that show that we have an enviable level of international trust. We have a pronounced independence in our work.
Do you know what this noise is about? The systematization of the MUP will be processed in the coming days, and let me tell you something new, for the first time, a minister of the interior accepted all the remarks and all the suggestions of the SDT, the SPO gets stronger capacities and a better position, and that's why it's a frenzy in mafia circles. When they start procuring vehicles, there is noise and hysteria. When you start hiring out of necessity and changing the law - noise and hysteria. And when something happens that you cannot influence, then they point the finger at the Minister of the Interior. The film designed by mafia structures will not be realized," he said.
11:53 The session was adjourned
11:30 After Bečić's speech, Vice President of the Assembly Nikola Camaj appealed to resolve the security situation and added that it will certainly not be easy since it was inherited from the past.
"We know what happened in the past, what kind of murders happened. We have to deal with big challenges, that's why I'm asking you to do everything, to make something right. The guild pays for what was inherited and it takes time to solve it. "I expect and demand from this place that maximum efforts are made to ensure peace so that the citizens are safe," said Camaj.
11:22 The Deputy Prime Minister for Security, Defense, Fighting Crime and Internal Policy, Aleksa Bečić, said that he came to the parliament to discuss arguments and exchange opinions in a civilized manner and, as he said, to see who has been permanently, systematically, for years and decades. and targeted destruction of the security sector in Montenegro.
"The security sector in Montenegro has been effectively destroyed for years and decades. That is why today on the docks in the courts and in prosecutorial processes we have those people whom these people (DPS) trusted to manage the security sector or the prosecutorial and judicial branches of government," Bečić said. .
He announced that they processed the amendment to the agenda for Tuesday and Wednesday, and appealed to then consider the proposal for amendments to the Law on Criminal Procedure, which stipulates that a person remains in custody for up to five years before the verdict is pronounced.
11:15 DPS MP Aleksandra Vuković Kuč said that Aleksa Bečić and Minister of Internal Affairs Danilo Saranović have a moral and political responsibility and obligation to submit irrevocable resignations from government positions because Montenegro is losing the battle with organized crime, and citizens feel insecure and unprotected.
"If criminals can carry out a liquidation in broad daylight and do it like a battle at the busiest intersection in Podgorica, where at that moment there are a hundred cars and twice as many civilians, to plan their escape, set the car on fire at another location and disappear without a trace, then that is a mockery of the state and its services and the message that organized crime has no fear of the state. The director of the police, whom you dismissed and returned to work three times, as well as the director of the AMB, whose report it didn't pass the security committee, they don't have your political support. You don't trust them," she said.
According to Vuković Kuč, thanks to your struggle for supremacy in the security sector, the state has lost all authority and left citizens in the lurch.
The member of the DPS says that the state of emergency in Montenegro is today.
"We are concerned about the safety of the citizens, about the personal safety and the safety of our families. Instead of last night, the council for national security, becoming a council for resignations, you do not get into the habit of not being responsible for anything. That is why, Mr. Bečić, today we We will not have a dialogue with you, nor with Mr. Šaranović," said Vuković Kuč and said that she would request the control hearings of Bečić and Šaranović before the Committee for Defense and safety.
After the presentation by Vuković Kuč, the DPS MPs left the Assembly session.
