Why Raonic can't be appointed for the third and a half time, illegally

Article 35 of the Law on the National Public Broadcaster states that "the same person can be appointed as general director at most twice". So far, Raonic has been appointed twice (in August 2021 and June 2023) and once more as acting general director of RTCG (July 2024), fifteen minutes after the resignation with which he wanted to relieve the media service and the public.
So, thanks to the decisions of the Montenegrin courts and the attempt to ignore them, Raonic, with the help of Drljević's election offers, used up the appointment quota provided for by the Law on the National Public Broadcaster in three years.
And what are we going to do now... Drljević will probably remember that the first appointment decision was illegal. Final decision of the High Court. And confirmed by the Supreme. The second one, from June 1, 2023, was also illegal, at least that's what the basic courts said. Thus, with illegal elections, Raonic could push out the ihahaha of shortened mandates. Until retirement.
However, there is also a catch. Since Raonic was illegally elected, he does not meet the requirements of the Labor Law - the meaning of the term, Article 5, point 8, which defines work experience as "the time spent in employment and professional training in accordance with the law, in the qualification of the level of education, that is, in the professional qualification" .
As of August 6, 2021, Raonic and Drljević are in violation of the law, between the public, the dream and the public. So Raonic has three and a half years of work experience, since he graduated in 2018, after a quarter of a century studying law. Unless burning for the rule of law and human rights in GA counts as super benefited.
So, if the RTCG Council elects Raonic, they will once again break the law.
However, miracles are possible. The council of the unconscious Drljevic's own doctorate quite knowingly chose his friend as ombudsman, with AV experience gained in print media.
Questions of 20 million euros per year of Montenegrin citizens are:
Who politically supports the violation of the law, allowing the violators to exclusively write amendments....
Who in the courts indefinitely slows down labor legal disputes caused by Raonic and Drljević's violation of the law.........
Who in the prosecutor's office, between the ODT and the SDT, is playing ping pong of jurisdiction over the members of the RTCG Council......
