Živković: Spajić's initiative is a confirmation of the state's unwillingness and the interference of a foreign factor, boycott until conditions are met

Acting the president of the Democratic Party of Socialists (DPS), Danijel Živković, said that the party will continue boycotting the census until adequate legal conditions and full monitoring of the process are met. He said that the initiative of Mandatory Milojko Spajić to postpone the census for a month is a confirmation that the state was not ready to conduct the census and the correctness of the views that there is interference of foreign factors in that process.
We understand this initiative as an invitation to talk and dialogue about the postponement of the census and the preparation of the census in accordance with the legal procedures and the precisely defined conditions for controlling this process. This confirms the correctness of the argument of DPS and all relevant social and political subjects that the state was not ready to conduct the census. Also, it shows the correctness of the views that there is a strong interference of a foreign factor in the political life of Montenegro, which the outgoing Government put at the service of the technical mandate. After the position of Milojko Spajić, there is no dilemma in the argumentation and intention of the DPS, which is that it is necessary to conduct the census in accordance with all legal procedures and clearly defined control mechanisms - Živković pointed out at the press conference.
The essence, he points out, is to obtain a legal process, under full control, on the basis of which all relevant social entities will have complete confidence.
That is, to get precise, accurate and relevant data, where the institutions will not be in the service of any fraud, theft and misuse of that data - stressed Živković.
Given that the current decree is in force and that the date of the Assembly session at which the new Government will be elected has not yet been defined, Živković says that the DPS maintains its stance to continue with the census boycott activities until adequate legal conditions are met and complete process monitoring, so that everyone has confidence in the implementation of the census and receives relevant and accurate data.
He added that the DPS is not talking about opposition representatives going to households with enumerators, but about the participation and participation of enumerators in whom there is confidence that they could do the job.
It is true that the public advertisement does not imply which party the enumerator belongs to, just as it did not imply the public invitation in 2011, but there was an agreement between political subjects and other social actors for reasons of trust. This can be read from the report that Monstat published that year. We are not talking about inventing hot water and we don't want something new, but about what already existed - said Živković.
He points out that enumerators are still politically colored today.
Should we talk about who are the enumerators and instructors in Nikšić and beyond Nikšić? Not only the DPS, but also other political entities and the NGO sector, councils of national minorities and other relevant social entities expressed their distrust in this process. People can be chosen in whom there is confidence that this process will pass without problems - emphasized Živković.
"It is absolutely untrue that DPS activists obstructed the work of enumerators in Ulcinj"
Živković also claims that it is absolutely untrue that DPS activists broke into the building of Ooština Ulcinj and obstructed the work of enumerators, instructors and members of the census commission there.
I can confirm that because I was there. Last night, a session of the OO DPS Ulcinj was held, which was scheduled for 5 p.m. I saw what happened there, not that it is not true, but it is incredible that such information appeared in the public - Živković stressed.
He claims that it was a harmless situation.
We arrived at the time when the OO DPS session was supposed to be held. We entered that hall and found ourselves in a situation where representatives of Monstat started saying that it was not allowed to attend in the hall, and we had a scheduled meeting in accordance with the letter sent to the Municipality. It all happened in about 10 minutes, a completely harmless situation. How can there be distractions when there was no enumerator in the hall, nor anyone except the two female instructors who were leaving the place - emphasized Živković.
The essence of control"
When asked whether he will continue with the boycott if the implementation of the census is postponed for only a month, Živković says that he is returning things to the essence, not to the time limit. It is important, he emphasizes, to create the conditions for maintaining the census in accordance with legal procedures and to agree on the monitoring of the process.
You have heard from the NGO sector, intellectuals, professors that the question is whether it is possible to complete all the tasks and work in front of us in a month, which requires compliance with all legal procedures and process control. The question is whether it can be done in a month. We do not yet have a scheduled parliamentary session when the Government will be elected. The moment when the mandate holder becomes the prime minister, I believe that he will repeal the current decree and that he will invite all the relevant societies and political actors and institutions that participate in this process in order to understand and understand in which stage the preparation of the procedure is and that we are talking about the fulfillment legal conditions and what is the essence, which is process control - said Živković.
Repeated invitation to Eurostat and EC
He also said that DPS did not give up on the request that the international community control the census process.
We have sent an official invitation to Eurostat and the European Commission to participate in the census monitoring process. This monitoring existed in 2011, based on which we had the acceptance of these results. They expressed the view that they believe that Montenegro can carry out this work on its own, but we are not sure that they are fully aware of the political and social environment in Montenegro, as well as all the problems we have in the process of carrying out and preparing the census. We will invite them to follow the census, and it will depend on Eurostat and the EC whether they will respond to that invitation - concluded Živković.
