President of Republika Srpska Milorad Dodik signed decrees on promulgation of law banning the activities of the Court and Prosecutor's Office of Bosnia and Herzegovina, the Investigation and Protection Agency of BiH (SIPA) and the High Judicial and Prosecutorial Council of BiH (HJPC) on the territory of RS.
He also signed a decree on promulgation of amendments to the Criminal Code of RS, which prescribe prison sentences and a ban on performing official duties for all employees from RS in BiH institutions who do not respect the decisions of the bodies of Republika Srpska.
The law on the Special Register and Publicity of Non-Profit Organizations, the so-called law on "foreign agents", was also promulgated. These laws enter into force on Friday.
Previously, the Delegates' Club in the Council of Peoples of the RS did not veto these laws, in order, as they stated, to speed up the procedure for publishing the laws, so that their constitutionality could be requested before the Constitutional Court of BiH.
These laws were adopted by the National Assembly of the RS at a special session on February 27 of this year, after Dodik was sentenced to a year in prison and a six-year ban on holding the office of President of the RS by the Court of Bosnia and Herzegovina.

The Vice President of the Republika Srpska (RS) from the Bosniak people, Ćamil Duraković, stated tonight that the President of the RS, Milorad Dodik, "carried out a coup d'état" by signing a decree banning the activities of the Court and Prosecutor's Office of BiH and the Investigation and Protection Agency of BiH (SIPA) on the territory of that entity.
"The entity Republika Srpska has de facto seceded. This is a direct return of our security from Srebrenica, Bratunac and other parts of eastern Bosnia, Krajina, Posavina and Semberija to the hands of the RS MUP,” Duraković said, as reported by Sarajevo media.
He added that “anyone who does not see this as an existential threat is blind.”
“The people returned with a guarantee that the central government of BiH would take care of our security, and today Milorad Dodik has simply returned us to the hands of Ljubomir Borovčanin,” the wartime commander of the RS Special Police convicted of war crimes in Srebrenica, Duraković concluded.
